So I recently purchased an Army Transport container which came with pluck foam layers.
I was going to glue some of the offcuts inside a shoebox to make it little bit of extra storage, but I'm not sure what glue I should use.
Obviously PVA would probably be the safest option, but does anyone have a good idea of what sort of glue will or wont work for this foam?
I checked on their site and can't find anything that actually lists what material their foam is made from.

I have done the exact same thing. Difference is I grabbed some metal lunch boxes that were never going to be used, along with some Kraft foam and--with some sneaky searching--the giant sheets of foam that come with the toner whenever we buy replacement cartridges at work, the same foam used in pluck-foam and blister packaging. It's not the bet or flashiest, but it bloody well does the job. I'm heavy handed with the amount of PVA I use, as I really don't want the stuff to budge, and so far it hasn't. to help keep sections straight, I will use some thin wire--typically paper clips-- to add strength and form. Cardboard might be an issue: it ignts warp on you, but PVA hold be just fine your needs.

PVA works great on most soft foams.
Avoid spray-on adhesives as the solvent may melt the foam (although my dad has some spray-on uphostery adhesive, which doesn't, mainly because it was made specifically to glue uphostery foam to the frames of furniture)

PVA works well.
In my experience, hot glue works even better (I used Hot glue to attach my pick n pluck to a foamboard 2 years ago and it's still holding strong with 40 metal minis being lifted out of a case in it at one time).

I've used PVA in the past, but have to say that I got my best results with a needle and thread! Looks a bit messy underneath but its a very strong join, which can be important of your lifting lead/pewt.

i use this stuff, loctite spray adhesive. Its was case manufactures use to glue the bottom base portions to the cut out pieces. I sprat the bottom of the cut out portion then place on the bottom. Place a book or 2 on top and let sit for 1 hour. Super easy and fast. Sometimes hot foam and pva will come off. The stuff smells a bit though.

You can get leather working needles which bend through 180* so go through foam pretty well, end up stabbing yourself a lot tho!
