Do you disclose the powers/special abilities your Psykers are fielding, or just that they're Psykers? If so, only when asked or openly during deployment/setup?

For psykers using chosen powers: before the game starts when we exchange lists and identify which model is which.
For psykers with random powers: when we roll publicly on the table.

Unless you agree to be secretive beforehand, the standard practice is full disclosure. At the beginning of the game I'll roll for the Warlord trait and my psychic powers and make sure my opponent knows who my warlord is and what they have and which psykers have which powers. I also readily provide the information in game when my opponent asks.

Good to know. I just started playing, and felt weird asking my buddy. Because I use a RP, his Farseer powers make a big difference on how I can play him.

We always disclose, since the roll is done publicly. However, I think it would be an interesting variant to do it without disclosure. I could even see that making sense. You'd need a third party to witness the rolls, of course, but it could be fun. I may get a friend or two to try that out...

Yes and no. In a bunch of one off friendly games, your free to pick and choose which powers you want to run before each engagement. Just like your free to change what units you take (as long as the agreed upon points are reached) because each game is its unique event.
However, during a tournament I'd think most organizers will make you say where your powers are coming from on the army roster you turned in and there would be no deviating from it. You have to use the same game roster (and that includes where the powers come from) for the entire tournament.

I ran into a problem with this. I was bringing 2 Rune Priests, and so I had to give them different powers, then swap them both out for Divination. Everyone I played against seemed ok with it when I said before each match "Oh, I'm changing both RPs power for Divination rolls" but the TO at the seemed insistent that I should have written Divination, despite it contradicting the rule that both RPs much have different wargear and powers.
Convoluted...sorry.

I thought it had been faq'd that the new psychic powers are not counted for space wolf character sameness. Maybe check it out?

Always disclose unless you agree before hand that you want to keep it secretive (for some reason). I have had people who didn't disclose their powers, then change them mid-game to whatever benefits them the most.

Not an issue since the latest iteration of the FAQ. If you're taking rulebook powers, they don't count towards Leaders of the Pack.

While it's fully in the power of a TO to make up any rules they like, that seems a bit unfair to not allow you to choose to swap powers and on what table(s) at the beginning of the game, especially if they didn't tell you about it beforehand.
