Is the omnissiah the emperor? Does his existence coincide with the imperial cult?

From what i understand the omnissiah is what the Priesthood of Mars call the Emperor for they saw him as the embodiment of the machine god. But in Titanicus has a bit more to say on the matter.

In the book it was discovered in some old data that came from Mars that the Omnissiah and the Emperor are not one and same. And shows two factions within the Adeptus Mechanicus the old way that believe the Omnissiah and the Emperor are different and the new way that believe that they are the same
but yes, that is actually a serious theory by some people.

The Void Dragon is the transcendant being whose very presence on Mars, after the Emperor locked it there, seems to provoke bouts of technical inspiration or genius, it doesn't have a tangible effect on most of Mars, but every Tech Priest feels its presence. The Emperor put it there to deliberately foster this sort of thought, and, although it is not known if this is intentional, by many he is thought of as the incarnation of the Omnissiah.
The Emperor is the face the label gets applied to, the Void Dragon is the one doing all the work who gets no credit for it, lol.
Most of this information is detailed in Mechanicum, which I haven't read in a while, so there could be details that have blurred.

It's one of the C'tan, the Void Dragon. After almost having killed the emprahhh, he was defeated and banished on Mars. Kept in his prison, he keeps affecting and influencing the mind of mankind itself. He gives the Ordo Mechanicus power at the cost of their souls..if you want to have it that way.
...and really, keeping a powerful C'Tan right near to earth is a really, really stupid idea.
Its actuaslly the mission of my Homebrew Dynasty to go and wake the Void DRagon, taking Mechanicus, Grey Knights, and most of the Inquisition out of the picture.

My Necrons are still the mindless robotic army they have always been but they are, somehow, drawn towards The Outsider, driven by their eternal hatred for every living being in the entire universe...and despite having no souls, they feel his presence slowly growing stronger and the boundaries of his prison crumbling...and even The Deceiver is uncomfortable about this development, fearing the deadly wrath of The Outsider.

Meh, the "new" fluff is just catering to the Space Marine crowd, virtually making Necrons more like Space Marines and less like that mysterious thingy before.
I used .pdf copies from both codices (my OWN codices, people!), merged the old fluff part with the new rules part, re-formatted the art to look similar and merged it into one file. Then printed it and had it bound in a printing shop.
That's my codex, deal witht it!
Got a lot of really positive feedback at tournaments, all but one guy in our local meta are disgusted by the "new" fluff as well

In the old necron codex there is a fluff entry of a mars priest who has ripped out all his tech and is slowly dying and imprisoned. He is clasified as mad.
It is unclear if tecnology can function withouth the void dragon but it would apear so. In the old dawn of war the necron faction can possess vehicles and in their spesial mission they rand about ouer tecnology being trash and will betray us...or something.
Anrakyr the Traveller does that, so that is understandable.
And the MAchine Spirits are kinda hard to please

To be fair, we have no idea what their intent was and how close they got to succeeding. Considering how the Necrons now generally dislike the C'tan, it may well be that they were checking the Void Dragon (or a shard of it) was still secure. Even if they were trying to free the Void Dragon, there's no indication (that I know of) that they almost managed to. Also, wasn't it 5 ships that tried to land, with 3 being destroyed before they were able to?

It's important to note that while the Void Dragon is the 'actual' Omnissiah only very few tech priests believe this, and they're classified as renegade hereteks.
For the orthodox Mechanicus the Emperor is the Omissiah, the physical avatar of the Machine God.

It was five Necron Shroud class cruisers which attempted to land on Mars. These are the Necrons fastest, most stealth capable ships. Only one of them actually managed to land on Mars, and only for an instant before it was vaporised.

Many believe the emperor to be the Omnissiah,.. in the Horus heresy novel priests of mars or something like that its called... The emperor arrives on mars and BLAM just by saying, machine, repair thouself!! His dreadknight like mecht is cured from a bad leg
And yes, there is somekind of essence trapped on Mars after defeat by the emperor... I belive it influenced a ancient priest of mars in a realy bad way that he got banished by the rest or the emperor or something like that.. And one day just like that, 2 ordinary high lvl tech priests break the emperors almighty seal and unleash chaos like machinery... But im not that far into the Horus Heresy novels to know much more than this,.. im currently at tales of heresy..

Mars just isnt that safe. The old DE fluff had a raid on Mars that came from the webway, the raced out, grabbed some loot and then fled before the large artillery could be brought to bare.

The Machine-God which the AdMech theorize about doesn't actually exist, at least in the manner in which they think it does. Folks have already mentioned the whole Void Dragon business (or shard of the Void Dragon if we're going by the NewCron way of thinking) which "sort of" accounts for the disparity.
However, the actions of the Emperor with the Void Dragon (if its true...even Graham Mcneill the author won't push it as "the Truth") seems to point to a kind of "Just as Planned" scenario. The Void Dragon's presence inspires those sporadic Martian technological revolutions with AdMech (or rather Proto-AdMech) trying to figure out..well...why?
The idea of the Machine-God predates the idea of the Omnissiah, which was supposed to be some sort of physical manifestation of the Machine-God. But its exact attributes seem to vary over time, shifting from a knowledgeable figure to a semi-divine/divine one.
In comes the Emperor of Mankind, who has played various religious figures in the past (and so knows how to work a crowd) - who by Martian standards (at the time at least) possessed knowledge well beyond their understanding (having lived through the Dark Age of Technology), and who is politically sympathetic to their freedom.....under him of course.
Oh and he goes Healing Giant Robots with a snap of his fingers in front of giant crowds.
He's everything that all the "mainstream" AdMech folk ever wanted to be - knowledgeable, effective, and with super powers.
Of course, what else could he be But the Omnissiah?
...that is of course if you define the Omnissiah that way..... Mainstream AdMech did, but others did not.
