So I recently bought some extra bits and decided to make a 10 man scout squad.

Here are some pictures of my old and current work in progress scout, any input on them is greatly appreciated. The chapter I'm going with is salamanders, but I'm trying to avoid the green color where I can, So I'm thinking of black cloth components, green helm/chest plate and gloves to tie it together.

I'm also working on some IG guys that will tie with it all again, here is the demo guard I made (he's terrified of some orks sitting on a shelf near him and is running for his life)

and here are the actual marines to go with it

Having said all that, any suggestions on how to tie all these units together would be greatly appreciated. I want the scouts to have a more "spec's ops feel" to them, and not be too bright.

I am a fan of a more spec ops style scouts. And i don't think that they need something to tie them to the rest of your army other than some pieces in the same green as your standard marines. I would probably go so far and even paint the helmets black or in a very dark green tone. The head would be a good target if it stands out too much.
I did mine in dark grays and only the shoulder pads in chapter color. So that they could throw their camo cloaks over them and start scouting.
painting a camo pattern might also be a nice way of adding details.

And the same goes with the guard. Just some green like you did is probably enough. The only thing that you might try out is freehanding the salamanders icon somewhere. (at the shoulder or maybe onto their cloths somewhere.) But i don't know how good your freehanding is. (i couldn't do it myself ... )
