More a rule verification but the scarabs with the Entropic Strike, if they manage assault a vehicle and starts stripping armor value, do you have to score say 10 hits in order for it to be wrecked?

Also is there any tech-marine or priest that can nullify this effect and repair armor values taken off of by these bugs?

You'd need to reduce the AV value to 0 on one facing to wreck the vehicle, this may require more than 10 hits (land raiders, demolishers etc).

As to the second question, there is no unit currently able to repair the armour in such a manner, only repair damage results and hull points.

First question: You roll to hit, then roll armor reductions, then if no armor facings have been reduced to zero (in which case it's immediately Wrecked), roll pens as normal against the now-reduced AV.

Second Q: No, I don't believe there are presently any rules allowing armor value to be restored. If you read the FAQs and current codices, Techmarines and similar have gained the ability to restore hull point damage, but not AV.

If you reduce a vehicle to 0, I dont think you get to make Armour Pen rolls.

immediately wrecked would mean that you are trying to Armour Pen a wrecked vehicle and there are no rules for that.

Can the player controlling the scarabs elect not to roll any additional armor-stripping dice once it reaches armor 3 and then roll armor penetration dice (so that the rolls automatically penetrate) in hopes of causing an explosion (in the case for transports/buildings)?

Plus, you should be rolling all the "hits" that have the ES rule at the same time as well. So you can't really control how many points of AV you will be reducing.

Lots of times. Remember you only have to reduce the rear AV which is usually 10. 20 hits with scarabs in 6th is no big deal.

I know but they get low then all of the hits pen and boom.

I've stripped numerous vehicles to 0 av, it's not that difficult with a full scarab squad on the charge. It's what, 5 attacks on the charge? 50 attacks that potentially auto-hit or at worst, what a 3+? Ya, it's not that hard.

It's also fun when you have the transport surrounded and you get to destroy the unit inside too.

#8 scarabs charging a moving rear AV10 vehicle will likely kill it through AV loss, before you get a chance to roll for pen
