I'm working on an all Wolf Guard list for my Space Wolves, and I need more power axes. I've used the ones from the SW Termie box, the Death wing Termie box and even the thunder wolf cavalry box. Where else can I find some axes that will fit a termie and won't cost me an arm and a leg?

I'm sorry, I didn't specify exactly what I was looking for. I was hoping to find power axes and maces that would fit mostly the left hand, since they will be paired with right hand stormbolters. I would prefer if they weren't the same bits I've been using in the space wolf box just to make my guys look different.

Michaels or Hobby Lobby will have lollipop sticks in their cooking section. Those plus plasicard (use a little green stuff if you want to flesh out or decorate the plasticard) will make axes cheaper than any possible bits you can find, third party or otherwise.

If you want to check out what the lollipop sticks look like at that scale, I have pics of thunder hammers made with them.

i second jimsolo, lolly sticks and plasticard looks pretty good, maybe add some wires and make it look boxy on the way
alternatively you can get maxmini mechhammers and count them as axes or quick conversion them

Well if you are already thinking of using rods for axe handles why not look at fantasy models for axe blades. Some of the twohanded dwarf axes could work and they have already some decorations which would fit into to space wolfs style.
And highelf phonixguard halberd heads might also work.
Most others (chaos warriors, orks, beastmen) are probably to ragged but might have one or two axes that would fit.

But you'd still need arms that suits as holding an axe. So this is probably not the cheapest approach but gives you many possible variations.
