Picked up a bunch of old Orc and goblins and can't find them in old citadel catalogues. Can't even figure If they are a gw product.

Most models are old Citadel ( GW) models. In your third (last) picture, for example, there are some 4th edition orcs and some older chaps.
The first model on the left of the front row in the last pic is listed as a Big 'Un in 1991 Citadel catalogue (last in the second row): http://www.solegends.com/citcat19912/c20168orcbigunz-02.htm
The second one is a command model (third row, third or fourth from the left): http://www.solegends.com/citcat19912/c20165orccmd-02.htm
Two guys standing behind them are 4th edition models.
Based on the overall look of the models I'd suggest searching the 1991 (Blue) Catalogue in Sole Legends pages first. Then move on to older/more modern catalogues.

I have been scouring that site and it's a lot of help. I am not finding a lot of the guys pictured on hex bases anywhere though. I have gone back to like 87
for instance, first picture, first row, left guy, shiedl in hair, screaming at sky?
In all fairness, i should be alright using these in tourneys? Just use armored orcs for black orcs, loin cloth wearin mah's (j roc reference for tpb fans) for savage orcs?
alot of these "orcs' are goblin scale.. would anyone fault me for using some of them as goblin big bosses etc? some wicked models!

I don't think many tournies would fault you for using them as big bosses. They sure are cool and old models.
The hex bases on the otherhand baffle me. I'm not sure where they came from. I would rebase them if possible.

Ok... I understand it's not easy to spot them all, especially if you do not have familiarity with the era. But did you mean number 17 on this page: http://www.solegends.com/citcat1988/0502orcs-02.htm
Anyways - I'm not an orc collector and I really can't help you with all of them (too much work  ). Citadel produced hexagonal slottabases back then (for some other game than WHFRP or RPG use, perhaps?)

I suppose the models legal on (most) tourneys. It might be appropriate to use official Black Orcs from the same era if you use them as orcs, but I'm not sure how strict tournaments are on this. If the models are distinguishable from each other, you're probably fine. So they'd probably go fine as goblin heroes. And you can always ask.

Yes, my guess is that for whatever reason the models were based on different bases than the ones they were supplied with.
Perhaps the original owner was using them for another hex based gaming system?

GW released models on hex bases for several different armies in the USA in one of their "Collector Series". I still have the color pamphlets so I am quite sure of this. However, whfb has never used hex bases and I own all the rules back to first edition.
Some of those are definitely GW figs that I recognize. The bases must be from using those models in some other game, perhaps a rpg game.

I do plan to rebase them, I'm probably going to clean up alot of the painting on these, wash, and highlight them.
