I'm just getting back into the hobby and I have no idea what my local meta is, but that isn't stopping me from building a list and looking for advice on using it.

Headquarters
Typhus 230
Daemon Prince of Tzeentch - 350 - Armor, Wings, Mace, Mastery lv3, Gift

Troops
Plague Marines x5 - 165 - Vets, Plasma Gun x2, Combi-Plasma
Plague Marines x5 - 200 - Vets, Plasma Gun x2, Combi-Plasma, Rhino, Havok Launcher
Plague Marines x5 - 200 - Vets, Plasma Gun x2, Combi-Plasma, Rhino, Havok Launcher
Plague Marines x5 - 180 - Vets, Flamer x2, Combi-Flamer, Rhino
Plague Zombies x10 - 50

Elites
Terminators x5 - 250 - Reaper, Powerfist, MoN

Heavy
Forgefiend - 175 - Hades Autocannon
Forgefiend - 175 - Hades Autocannon

With that list in mind, and please don't suggest models I don't have, how should I use it against the various types of common armies?

Ooh I kinda like this, id use the forgefiend a as anti air as the reroll can help you pen properly. I'd say rush the plague marines around one side hugging cover and possibly going with the DP trying to get your termies into the mix right as they hit your enemie's lines, for the one without a rhino keep them in cover, use the zombies either as a objective holder, or a bodyguard for typhus. Otherwise see if you can get the forgefiends into cover and blow away light vehicles so typhus, the DP or your marines can get to the insides

You have to adjust to which "commoner" you're playing. What's prevalent at your club?

I don't know what's common at the club just yet, I likely won't see what's being run until I get my army done up and start looking for games. So that leaves the basic advice of shoot the fighty ones and fight the shooty ones I guess.
