Oh yeah, if you're passionate about it, AND if you tie it in with the Dawn of War fluff.

Example - get a Scout Squad with the Sgt. Telion upgrade to represent Cyrus.

Note - in fact, I reckon you can use the Telion model, and green stuff his magnificent hair.

And there's flexibility. Like you can have Tarkus/the Ancient as a Terminator Squad leader.

But yeah, it sounds like you know the fluff. I'm just saying, like you, I totally see the potential.

Blood ravens are pretty flexible, you could justify a number of things.

Wandering the Galaxy in search of knowledge

Thanks to Dawn of War I got into 40k. I love the blood ravens but I think Dawn of War Retribution ruined the blood ravens so I ignore that games story line. Lots of awesome psykers, amazing colour scheme and love of knowledge, whats not to love. Although there is one problem with the game, captain davian thule with a HEAVY BOLTER!!!.

Anyway you should make so blood ravens and I hope they serve you well

They're codex adherents, so basically it's an aesthetic choice, but there are very real fluff opportunities.

Almost everyone who does Blood Ravens converts a Gabriel Angelos; it's not too hard, and is a decent unit on the tabletop.

In terms of force composition; their fluff specifies they value the intelligence gathering role of scouts, make heavy use of psykers and, following the end of Retribution, are understrength, but rebuilding.

This means: lots of scouts is fluffy, and so is a Librarian in each force, even at small point values (its mentioned they have enough psykers that almost every Blood Raven detachement has a librarian in it, even if it's just a few squads), and as for them being understrength, you've got two directions: footslogging basic units; scouts, tac marines, devestators, normal units that'd be present in a Chapter trying to rebuild.

The other option (and my personal favourite) is a 1st Company list made up of the amalgamated veterans, but low on special gear, having lost so much of it. So rather than terminators, use sternguard, vanguard and honour guards, few or no land raiders, basically, a lot of sub-optimal units in the current codex.

Otherwise, just enjoy the striking colour scheme and a few fun conversions, and take pride in not being Ultramarines.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.
