Try ebay. If you don't want to buy used, check out online retailers such as The WarStore which usually sell GW stuff at a discount.

I don't know what other US stores there are as I don't ever buy from the US. However a quick google search will probably find you a few.

Edit: Though most US online stores for some reason (GW has blocked retailers in the US from having them because they are gits) don't have online shopping baskets, so you will need to either phone or email your order through to most stores.

eBay, Dakka Swap Shop, and stores like Frontline and War Store are the best ways to get what you want cheaper. I don't pay GW prices for anything. But the biggest thing I would recommend from one newish player to another would be to get your list the way you want it BEFORE you dumb a lot of cash into the army. Read your codex a few times, do the math ,and understand the untis and their tactical purposes. I bought a used army as a base to build on for about $250.00. I realized AFTER the fact that I won't use half of what I bought because its not competitive in the current edition. READ READ READ.

Welcome to Dakka, Chillis.
As has been wisely stated previously, do your research and decide on a list/ theme before spending lots of money.
Having said that, I have a fully painted and converted Slaanesh CSM army which I am preparing to post on eBay this weekend. On eBay I am known as theminipainter. So take a look . There are many inexpensive army lots to be found there from other sellers as well. Sometimes Craigslist works too.
I have also found fellow gamers at my friendly local game store to be an excellent source for inexpensive minis/units.

Welcome to dakka! YouTube: "Chaos Space Marine BatReps." They will be a good start for you. CSM are a good blend of shooting, fast and melee. They will have multiple builds and are a brand new codex. Plus their lists are expensive point wise. That means every little plastic toy you buy is worth more in the game. For starting players I suggest armies like that and staying away from hordes like Tyranids, IG, and Orks. Those armies are expensive in $$$$. CSM are cheaper $$$.

Welcome! Collecting minis that you enjoy painting is another factor for your purchases. Some units that aren't optimal for the points can still be a blast to game with, such as Snotlings and Goblins.
