Here is one of the best non-answers i've ever given.
It really does vary according to the lighting. Under normal incandescent lighting, which has a yellow glow to it, the cover will appear blue. Under a whiter flourescent or xenon lighting, that is a white/blue, it can appear green. Under some of the funkier lights such as argon (inside warehouses or in parking lots and parking garages) which are really yellow, it will be really blue. I wonder if it does funky things under black lights.
So, you're going to get a lot of different answers on this one.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

I've always seen it as grey with a green tinge, but I have slight red-green colour vision defect.

Short Answer: The 40k rulebook is a Codex Grey. Grey. Like a Codex. But a rulebook. GW doesn't make Rulebook Grey yet, that will be out in December along with Codex: Rulebook Grey Marines, Revenge of the Librarians!
Long answer:
mix of the following colors:
Bestial Brown, Scarab Red, Blood Red, Fiery orange were used for the eye of the skull and the purity seals. A base of Skull White followed by a blend of Bleached Bone and a very thin wash of Bestial Brown was applied to the scrolls on the seals, followed by writing the text in black ink.
The nmm for the skull and hammer was done in a base of Shadow Grey, Codex Grey, highlighted by Space Wolves Grey, a very thin mix of Hawk Turqoise and Codex Grey was then applied to the areas not directly reflecting light area to enrich the color, and the direct reflections done in skull white again. Rust around the "Iron Halo" was done with a 1:1:10 mix of Bestial Brown and Scarab Red, along with glaze medium.
The background relief was done in Chaos black, highlighted progressively with a mix of Dark Angels Green and Chaos Black, adding more and more Enchanted Blue with every layer. Extreme fine highlights were then applied with Sky Blue and naturally Skull White. The border is a base of Chaos Black, Shadow Grey, and Codex Grey applied in streaks to give it a "cracked" effect. The only thing that's missing is a happy little tree, or happy little cloud somewhere. Maybe a big old oak in the background made of a little burnt cienna.

He's asking a question about the colour of the rulebook. Anyone responding to this question should be responding in the Premise 1/Premise 2/Conclusion format. We all know this!

The dominant color of the front cover is teal. The luminance and saturation varies, but the underlying hue for most of the cover is teal.

Actually only about 10% of men, but it that is far more common than in women (because the gene for coding colour vision is on the X chromosome that men only have one of, thereby increasing their odds of posessing a defective copy. Oh, and the high prevalence of color-blindness that we are familiar with is a product of industrialized culture, because the guy who can't tell the difference between the red berries and the green leaves never found the berries and dies of starvation while eating poisonous red berries that he thought were green.) And to address the actual question: P1: The book is grey teal. P2: Your freind is red-green color blind. C1: It is green in his brain. C2: The turtle thinks your colour vision sucks.

Sometimes I wish this forum had mod points like slashdot so I could mod skyfrye's post +1 Funny. The book looks like this (more or less): ________________ | ----------------------- | || || || || || || || || || || || || || || |------------------------- |
The area inside the smaller rectangle is some certain type of green. The area insde the larger rectangle not in the small triangle is grey.
