You are confusing the chaos combi-bolter and a combi-weapon. A combi-bolter is a twin-linked bolter. A combi-weapon is a bolter combined with a one-shot specialty weapon.

Combi-Weapon Definition is in the armory section of the BRB. Combi Bolter is under that forbidden aromory in the CSM Codex
