I would like to see the Tournament Discussion Forum split into two. One forum for announcements and a separate forum for the actual discussion of tournament related topics OTHER than announcements.

Interesting suggestion, I can't find much issue with the idea other than the split traffic, something that is generally frowned upon with the mods and admins. Lots of things that are related to tournaments in the various tactics and discussion forums.

I am eager to add map and location based services (event finder, player finder, tournament finder, etc) to Dakka and am actively working towards that at the moment - though it still has quite a way to go. Once added it would make a specific tournament announcement forum less useful which is why we wont split it for now.
