Sadly no. Getting models from the Island of Blood starter box is a great way to save money but the skaven army requires a LOT of models.

The best approach would be for you to borrow someones army book and make a list of 2k points or 2.5k points and calculate the number of models you need. Skaven are rather abundant on ebay and if you are patient it will save you a ton of money.
