This thought hit me after a game. My opponent shot at me through a squad of his troops. I passed the cover save....then realised that if his guys were my cover..then they should have taken the hit then.
this would actually add some tactics and strategy as well.

I believe the rulebook mentions that a successful cover save might not mean that the shot hit the cover, but that the shot never took place - i.e. the target disappeared before the shot was taken, the shooter not wanting to hit a friendly soldier or waste ammo on a rock. That might have been in an older edition though - can't recall for sure and don't have my book on hand right now to check.
