glue?
pva glue seems a safe bet, super glue maybe, even using acrylic medium should work as theyre often archival quality adhesives.

PVA is standard practice, but other glues will work in a pinch. Brush a layer over the area you want to cover, sprinkle on the flock, let dry, then flip the surface over and tap it to knock off the loose material (do it over a sheet of paper, so you can reclaim the excess).

Way on back in the deep caves

You can mix a few drops of paint into a few drops of PVA to help hide any clear glue patches too.
