I just finished V for Vendetta (the book) and wrote this up for fun:
V - ? Points
Ws 7 Bs 5 S4 T4 W2 I7 A4 Ld10 Sv4+
Wargear - A pair of Knives, Armored Vest, Guy Fawkes Mask
Knives - Each knife counts as an AP3 Power weapon with the Shred and Rending special rule.
Armored Vest - Confers a 4+ armor save
Guy Fawkes Mask - When joined in a squad, V cannot be targeted by precision shots or special rules that allow you to choose your target.
Special Rules - Stealth, Shrouded, Infiltrate, Scout, Superhuman Reflexes
Superhuman Reflexes - Whenever V suffers a wound, roll a D6. On a 3+, ignore the wound and move V 1" in any direction. This occurs before armor saves are taken.

Several gaping issues with this. V is WAY too powerful. Right now he could rip an autarch to shreds in CC with ease. An Autarch!!!
WS 7?!!?!?!? This terrorist is more skilled than a space marine captain superhuman several hundred years old? Same goes for I7. As fast as an archon? No. Also change 4 attacks to 2.
Try WS 4.
Also, MAYBE T4, but certainly not Str 4, space marines can grind bone to dust.
How does a vest confer more than IG thermoplast full-flak armor? Revise to 5+.
Infiltrate and scout i can see, stealth too. But shrouded? Does this guy have a cloud of smoke following him around lol?
And these knives? Wut. AP 3 w/ shred. They aren't power weapons! They are just regular knives! Power weapons are wreathed in energy. Change to just rending. Why is he an IC? He always works alone.
Superhuman reflexes are OTT. Lelith hesperax has a 4++ from shooting, V is NOT faster than her.
Change to 5+.

I'm basing his statlines off of what he did in the book. He was genetically altered or something to make him far exceed human strength, durability, and speed. He moves so quickly that he literally can't be stopped. His Armor takes a volley of gunfire from a dozen men and he survives. (For a while.) He also operates so fast that you cannot tell where he is.
Besides, I'm scaling him to realistically portray his action in the novel against normal humans. Assuming that guardsmen aren't far weaker than normal humans today, yours is far under representing his capabilities.

I'm not sure you realize what some of the stats you give him mean. Genetically engineered or not, WS 7 is the same as an archon, the fastest warriors of a race that move as blurs compared to humans. WS 5 is pushing it, on par with paladins, knights who slew a greater daemon with a sword and a true name.
Also, sure his armor can survive gunfire from reg. dudes, the people aren't carrying AP 5 weaponry, ie: bolters. It's a VEST. 40k technology is far superior so even calling it a 5+ is a stretch.
Why, then, are his knives AP 3, shred, rending? Chainaxes are AP 4, and just look at them! Power Mauls are AP 4. Both of those are far better than a pair of knives. Are they magical items? NO. They aren't special, V is.
You also still haven't explained this inexplicable shrouded.
Your scaling is off because you aren't comparing to other guys in 40k, just what you think he should be.

I'm scaling him to the people of the 40k universe. Also: Saint Celestine has no superhuman abilities and is no physically better than any other sister of battle, and she still has WS7 and I7.
Regardless, another reason I prefer mine: Yours is incredibly boring. V is powerful enough that he is never bested in combat, ever, and in fact never even takes a hit. He's incredibly fearsome, powerful, and essentially a god amongst men.
Your version is a slightly-better-than-humans fail that could easily be killed by a squad of guardsmen.

BTW, with my rules V would maul a squad of guardsmen in CC. Sure he would get hurt by shooting, but that's becuase he is hit by LASERS.
You Still havent explained his hyper-knives or his shrouding cloud as well.
And, I'm sorry, Saint Celestine has no superhuman powers? She is an embodiment of the Emperor's wrath, she can fly, is surrounded by light and wields a magical holy relic of a blade, which is, BTW, still worse than V's boxcutters.

Give him WS5 and BS5, marbo has it and he's human, just not so ordinary which this guy is meant to be like as well. I would just give him the same stat line as marbo but maybe strenght, or toughness up one to 4. I'd be inclined to give him a 5+ save max, but make him like witches in CC so he gets a whatever+ invulnerable. Or rather than buff his toughness, give him FNP.

You know... invincible supermen are the most boring characters there are. Especially "hurr durr pseudoscience" based supermen. Simply put, power =/= interesting. That "never even takes a hit" thing makes me want to punch the director of that movie in the face. No wonder a generation of losers took to wearing that damn mask, with such a joke of a character to inspire them.
Equally boring are all those mary sue speshul snowflake unique characters that people come up with. Whats wrong with giving someone some modest abilities?
I far prefer Imotekh's version of this terrible character, though I would retain Shrouded on it and just say " he's really fething stealthy thats why he gets it, and this is an easier way to say this than giving him a special rule thats literally just shrouded's effect"

I did my own take on him. His rules are way way way to much now. He has as many special rules as the death-leaper. But I do think he is very thematic and cool. The points might be off, but the mileage may vary. I also took the liberty to put him into the contecst of the 40K universe. Oppressive governments is a very necessary thing in the galaxy of man.
V is a tragic heroic figure. As the result of a genetic experiment in order to make a virus that could be used to threaten the people, V managed to survive his torment and escape the facility where the experiments where done. He is the last know survivor. He is currently instigating a revolt in the sector by way of spreading propaganda, recruiting new instigators and sabotage missions. He has been quite successfully. His goal is justice, revenge of his torturers and a revolution against the government. He us beginning to be a true hero of the people in a literary sense as people have for a long time started to take upon his appearances when striking back against the dictatorship.
While doing his personal war against the government for all the right reasons V might be a pawn in a bigger game. The planetary governors control of the sector is starting to slip and people are revolting. Be it perhaps because of the harsh rule of the government for so long or just plainly the weakening on it's grip the local sector has started to fall into rebellion. Chaos cults have started to spread, filling up the vacuum of the weakened government. The light of the emperor shines ever less bright in the sector. Inquisitors that are trying to track down V have concluded that he must have cough the eye of one of the chaos gods. Perhaps Nurgle blessed him so that he could survive the experiments and now spread his ideas as a metaphoric censer in the heart of the sector. Slaanesh could appeal to his sense of honour and revenge and drove him as a stiletto into the regime. Tzeench could simply enjoy the charges that comes from this dualistic and chaotic pawn. Or perhaps Khorne is blowing at the embers of what is to come! With the best intentions the cobblestones to damnation is laid down.
V - 110 points.
Infantery, Character
Ws 4, Bs 3, S3 T4 W2 I4 A2 Ld9 Sv6+
Wargear - Braces of knives, Armoured Vest, Guy Fawkes Mask
A model armed with braces of knives count as being armed with two close combat weapons. In addition he can make the following shooting attack: Range 8, Assault 2, S3 AP-.
Armoured Vest - Confers a 6+ armor save
Guy Fawkes Mask - V has been a thorn for the government in this sector for some time. Nobody knows his identity and many people have started whispering that since he is nobody then anybody can pick up a mask and don his persona. His Guy Fawkes Mask has become a symbol that encourages rebellion as well as strikes doubt into the side of the loyal government. If you army includes V, your opponents must re roll his first successfully leadership test. Like vice you can re-roll your first failed leadership test.
Special Rules - Stealth, Fearless, The last survivor. Remember remember, Showdown, Behind this mask there is an idea,
Remember Remember: As a vigilante revolutionary idea made manifest V strikes terror into the local populaces by his grand visage. He count as having "fear" USR against units from Codex: Imperial Guard.
The last Survivor: V is the last survivor of a genetic experiment. As a result he is incredibly resilient and strong. V count as having "feel no pain" and "furious charge" USR.
Showdown: V know that key in overthrowing the government you need to take down the leadership. Do not deploy V regularly. Instead when he becomes available you can place him down anywhere within 12" of your opponents warlord. If the warlord is not deployed place V back in ongoing reserves. If the warlord is slain place V within 12" of one of your opponents characters. You can not place him within 1 inch of a model. If there are no characters on the table he enters the table as from normal reserves.
Behind this mask there is an idea: When V looses his last wound do not remove him. Instead place a "resolve" counter next to him. As long as V has a resolve counter next to him he can not die. At the end of your next turn, remove V from the game. If he is in a close combat during this continue to make saves and feel no pain rolls. For each roll unsaved they get +1 to combat resolution. If he was locked in close combat at the time he was removed from the game the opponent can consolidate. Also as long as he has a resolve counter V is allowed to attack again with all of his attacks as long as he kills one enemy model. (Normaly 3 from having 2 close combat weapons, but 4 on a charge.) These attacks happen at the same initiative step and it can trigger more attacks again on and on as long as there are opponents to slay.

I really like this ruleset, as it is moderate. I really only have a couple minor quibbles. I think the knive shooting atk should be changed to Str 3, they are not bolters.
However, I think he is vastly overcosted as he cannot assault from reserves. 60 points is fine IMO when compared to marbo.

Yes S4 is to much on the knife toss. It should be S3.
I do not think that 110 is to much points, it might in fact be to little. Showdown combines with Behind this Mask there is an idea means that he will survive the round and probably charge whatever unit your warlord is in. (Given that somebody shoots down the transport and the warlord does not flee.) His increased 4 attacks combines with S4 furious charge could potensially kill a whole unit of T3 models like guards, eldar, dark eldar, tau or even orks with a bad save. VS T4 and power armour he is not so exiting. He is not very well balanced but that is what you get from basing him of a movie.

Perhaps, but he probably wont be able to take down many warlords and is, lets face it, a suicidal unit. He costs a lot of points for a single turn of action.

Well, this is all assuming you are using him alone. His chances of survival will be better with back up.
He has an invincible turn where he cant take any damage because of behind the mask and gets those extra attacks so would easily wipe a squad of guardsmen or at least run them down.
Nevertheless, 110 is too much IMO

Yes he would die at the end of the turn, but because of the solve rule he will be allowed to fight it out. 4 attacks, hitting at 4's (so 2 hits on average) and wounding at 3's (1 wound on average) he could go trough a unit with some good rolling. As for killing a warlord it is possible with IG. The person he killed in the movie/comic did not have much fight in him and I suspect his henchmen where not IG veterans.
Perhaps he is overpirced, but I think marbo is underpriced. (It comes from all the times i played tyranids against him. He would come on and do some serius damage.) Even on a plain theoretical character, who people are not going to play, I would prefer to overpice him instead of underpice him.
He is a cool character that meets the enemy warlord in a one on one or at the vert least makes him run away for a turn. Best case senario for this model would be if the warlord was already dead, and you placed him by a unit of IG and cleared them of an objective. (Perhaps the role does not work as intended?)

You are still paying 110 points for a one shot character. The thing about suicide units is that they have to be cheap.
Take deathmarks - for 95 points you can get a 5W unit that can ruin any back-fielder's and possibly any MC's day.
V cannot hurt MC's, and he is not that much of a threat against SM. He doesn't have an answer to Overwatch either, and with only 2W, any hits from overwatch will hurt.

The design is so that he will die. Overwatch will not be a problem as he will not die until the end of the turn.
What would you sugest to cost him at?
Edit: On second thought I do not really care what he costs. The exersice on game design from a top down perspective is forfilled. Game balance is a playtest matter.

Overwatch will be a problem, as he will die before being able to kill his targets. That's 110 points wasted.
50 is a more reasonable cost. I would make it higher, but his high mortality rate has to be factored in.

Look: "Behind this mask there is an idea: When V looses his last wound do not remove him. Instead place a "resolve" counter next to him. As long as V has a resolve counter next to him he can not die. At the end of your next turn, remove V from the game."
He will keep running through overwatch. Heck even burnaboys or even wraight guard flamers can not nick him from charging. He would probably kill all those burna boys as well, although I have not mathhammered out the chanses of that happening.

Then you should have written the rule to include overwatch. Because now I could just argue V stops moving when he gets "killed" When a unit is wiped out from overwatch, doesn't it count as a failed charge? Speaking of failed charges, what would you do if V doesn't roll high enough to get into contact AND takes overwatch.

I am not going to armwrestel you about the wording of fictional made up rules. As the designer of the character let me tell you that the FAQ states that he charge will not stop. ;-)
If he does not roll high enough to make contact he does not get the charge. Keep in mind that he will have had the posabilaty to run once and move 6" and then try to charge. It is not a flawles plan, but that is what makes him exiting.
Asuming the oponent does not kill him during his turn (by placing the model behind some terain etc) I supose he would just make his next charge. He does not die until the end of your next turn, so he would have 2 turns to make the charge, asuming he was not "killed" during the oponents turn.

How about this special rule:
- Legacy: Should V ever be removed as a casualty, all friendly units within line of sight immediately drop all weapons and equipment. Such units must move as far as possible towards the nearest unoccupied ruin or Fortification, and begin protesting against the Imperium. All units also wear V's trademark mask granting them the Fearless rule, and may perform no other action in the game other than complaining that they want more money.
