What aspect of the mini to look just like that? You have to be more specific. Also, how are your current painting skills?

Use a bit of rough, torn up sponge with a very small amount of paint on it in whatever colour you want the main bit of the damage to be. Gently apply to model until sufficient damage has been done. Paint the upper edge of each damaged chip/dent/etc a darker colour (ie dark grey, a darker version of the primary armout colour or chip colour) and the lower edge a lighter colour. This will add depth.
For the general dust etc you can use weathering powders. Either apply dry using a soft clean brush to remove the excess and ten fic using a matt varnish, or applu mixedwith some fixing agent lile matt varnish.

Mig, tamyia etc all do their own brands. Check out your local hobby shop, online retailer of choice or ebay.
If you are applying thr powder dry, use a spray varnish if you are a novice. If you are applying wet or in a mixture, use a bottled varnish. Make sure it is matt though.
Check youtube for demos on how to use the products.
