Varying cities in the North

On my WIP Howling Griffons army, I'd like to have them mid-campaign just so they're not shiny, bright, new and happy marines, but a darker, dirtier army with a muted and duller tone. The problem is, I have no idea how to achieve this effect. I found a blog of an army with a very similar effect to that which I'm wishing to achieve, but with no advice on how to get there.

If anybody could help me, I figure that you don't highlight as much and so on, but after that I don't know where I'm headed with ideas. Do you simply paint them and then heavily apply weathering techniques?

Brown and black washes are a quick and easy way to achieve this effect. Add more over the open spaces to really make it look grungy.

Indeed, I use washes already, but maybe I need to increase the extent to which I wash my models...
