I am looking into starting WHFB an I am really not sure what army I am interested in. I have looked over the armies and the 2 that seem to interest me are the lizardmen and vampire counts. I really don't know much about the armies. What are the positives and negatives of the 2 armies? How do they compare model count wise?

Lizardmen can be pretty good but it's an old book and you basically are forced to take a tooled-up Slaan because they are borderline broken, then some units are pretty/very good (Skinks skirmishers, Salamanders) while some others are very bad (Razordons, Cold One cavalry)
So decent army but not a lot of efficient choices in there, all competitive Lizardmen armies look the same
Medium body count I'd say

Vampire Counts kick ass and have a lot of different builds on the other hand
Of course some are very popular (Cavalry delivering system for blender Vampire Lord) while some are a bit more weird (endless waves of zombies with Carts and Necromancers)
Most units are solid with some being very good (Crypt Horrors, Grave Guard)
You can go magic heavy, scream (banshee) heavy, CC heavy, endless hordes, compact-ish elite
Body count is kinda low to very high

I'm not a fan of VC (personnal point of view), but they are solid and can be played a lot of different ways

I have watched several different battle reports with both armies and I think I am liking the way that VC play more, I think the undead horde build sounds fun, does it actually work very well?

What are some good models/units to field if I was wanting a horde type VC army?
I assume Ghouls and skelotens would be good but I have no idea how many is reasonable and what would be good support for them.

Ghouls are kind of the "powerful" Core choice, but of course more pricey
Skeletons are decent "crap" Core that can be reanimated and such
Zombies are what you're looking for if you want an endless horde, cheaper, more get reanimated when you cast the Invocation of Nehek, and with some Corpse Carts (or Mortis Engine, don't remember) support, they can get ASF instead of their ASL
