Yes, but you'll probably end up with more light infantry then you actually need.

Not particularly. Yu Jing is the easier of the two factions to learn, but Aleph isn't that unusual rules wise. The hardest parts about Aleph are probably Post Humans (which aren't in the starter) and learning to abuse smoke grenades.

If I were starting Yu Jing again I would get the regular starter and the Japanese Sectorial Army unless one of you was really set on the look of the Imperial Agents. The Imperial Service box comes with some units that are gimpy outside of an
ISS list. I'm looking at you Imperial Agents. Combining the Aleph starters would be a more well rounded list then what you could get combining any of the Yu Jing, but's that like my opinion, man.
A third option would be to buy the Aleph Starter and the Imperial Service, since
ISS can take some Aleph units like the Dakini tactbots.
