I'm building a bunch of terminators and am curious who to give the CMLs.
SB/PF? I see this most on the internet, but it doesn't really float my boat because of wasting the storm bolter.
TH/SS? This would make sense too, but a 74 point terminator is an expensive terminator.
2x LC? This option I like the best. No wasted weapons. Allows other guys to take the TH/SS.

Also, same question, but for a standard bearer. Who would be best?

I don't think that there is really one right answer.

SB/PF: I don't think you are wasting the storm bolter. It is free, so it is a good way to keep him cheaper and it's an added bonus when shooting at infantry.
TH/SS: It does make for an expensive terminator, but it is already expensive when you give them the cyclone. The storm shield is nice when AP2 weapons get a shot at the missile, but since it is so expensive you don't want to take hits on purpose.
LC: I don't really see the benefit of these. You don't get the defense of the storm shield, you don't have a storm bolter, and you lose the S8 attacks. It is good against power armour and less, but so is everything else.

I know that probably doesn't answer your question, but I either go with the SB/PF of TH/SS. I usually prefer the TH/SS if I have the points. I actually am using the banner of fortitude on a TH/SS terminator and modeling him as an apothecary.

I'd say PF/SB terminator. I'm making a few squads of various DW terminators too. I was thinking at first of making terminator squads with all TH/SS, and/or all PF/SB. After further research I've decided 3 TH/SS & 2 PF/SB. Sgt will get a TH/SS. A CML on one of the SB/PF guys.

Not to threadjack, but I'm wondering of the value of the DW command squad? I like the idea of the banner and the Apothecary, but I'm unsure about the Champion?

The Champion, for me, has been useful at taking challenges against enemies with AP3 weapons, allowing a (usually) attached character to wreck the rest of the squad. Honestly though, you're taking a command squad for the banner.

EDITE: Nevermind, I found where it says I can fire both. That seals the deal for me. SB/PF it is!

You can shoot the SB and CML same turn, should be in the section detailing cyclone missile launcher the wording if I recall corectly is "in addition to" for anyone who is still looking.

Also, take the command squad and banner and apothicary if you want, you don't have to take the champion but for such a cheap upgrade to that AP2 at init weapon I think he is worth it. I usually take him for when I think I'll be facing termis but not for a tac list
