Unfortunately, the Monolith is no longer a very good unit, and I am very upset because I have a very nicely painted one that used to tower over land raiders and demon princes, but now it is really not worth its points.
If you really want to keep a 'lith in your list, then only drop one. use that 200 points to put 3 more wraiths in your wraith unit, equip 2 more whip coils for a total of 3 in the unit. Give your destroyer lord sempiternal weave (2+ save) and attach him to the wraith unit. Put him in front of the wraiths to absorb small arms fire, and if a big gun comes that could actually hurt him, use Look Out Sir! to allocate the hit to one of your wraiths, and use their invulnerable saves to keep that unit alive, but they should be in close combat by turn 2. The 2 squads of 10 scarabs go well with the wraiths, because they are also major threats, and you now have 3 fast units zooming up the board at your opponent. KEEP THE SCARABS IN COVER AS THEY MOVE!!!!
The C'tan shard is ok..ish. I love my painted Night Bringer C'tan model, but there are better things to spend points on. You have a lot of anti tank already, I don't think the c'tan is necessary. You already have 6wraiths with 3 whipcoils and a destroyer lord, and they are you close combat fiends. To try and keep the heavy fire off the wraiths and possibly scarabs, you might consider dropping the C'tan and picking up 2 annihilation barges. 5 points left over also. If you wanted some ranged anti tank, you can drop the 2nd monolith and pick up an overlord and some destruct teks with eldritch lances. 36" 8 AP 2.
I'm not the best Necron player, my friend Roci can really help you with this. But definitely drop at least one monolith and bump your wraiths up to 6 with 3 coils and Destroyer lord with MSS warscythe and sep weave. Try to work in Annihilation Barges if you can.
Most necron players love necron air. Night scythes and doom scythes are both excellent, but I prefer annihilation barges for AA.
