I was debating on starting a guard army but, I was interested in using DreamForge miniatures. I like the way the look and they're quite abit cheaper then a lot of guard. Would anyone have a problem with this?

Not really much of an answer we can give here, the most important people to ask that question to are your play-group (or Tournament Organizer if you plan on going to tournaments).
There are quite alot of different 3rd-party miniature makers (Mantic, Rackham, etc), many of which are approximately the right scale to use for Warhammer, and I'm sure that's exactly what many people do. But that's no guarantee that someone you play with won't throw their toys out of the pram because your stuff isn't GW.
My guiding rules would be:
Is it approximately the same size as the unit it's meant to represent?
Are the special weapons / unit options clear enough for WYSIWYG? (You don't have to use GW melta-guns and lasguns, but your melta-equivalents should be identifiable from your las-equivalents etc.)

I'm planning on doing the same thing. The vast majority of people are cool. As long as its clear and obvious what everything is, that's important. Obviously, it depends on the people you play with but I find most people are cool, and always enjoy seeing good looking armies, no matter the manufacturer.
Of course you couldn't play in a gw store or anything, but if you're ok with that then it's fine.

These threads always get the same answer:
Yes we will play you IF the models you are using are equipped with the correct gear and roughly the same dimensions. If there are conversions they must have effort put into them and be convincing.

Its best to ask your gaming area instead of the interwebs.
General rule is rule of cool. as long as it looks right no one will care.
but to be on the safe side.
Proper weapon load out. represent melta plas and stuff properly but the regular rifle do work as lasguns.
and proper size bases
people will be more accepting of them if they are fully painted as well. have fun.

You'll want to take note with the Dreamforge miniatures that they're a 'true' 28mm scale instead of a 'heroic' 28mm scale, so the Dreamforge soldiers might look like they came from Planet Slamjam next to a Cadian.

Most of the posters have answered the rules/WYSIWYG side of the equation quite well.
However, just consider the actual scale and aesthetics of the models you're going to be using. GW uses 28mm heroic scale (30mm I believe called sometimes?), and some models may look less than ideal when put next to space marines and the like.
Personally, I'm going to be using Victoria Miniatures for my Guard to replace my Mordians. Victoria Miniatures builds kits that are designed to fit with GW kits flawlessly.

This is all true. But if you are going to be using them alongside space marines rather than gw guard, they'll actually help the marines look a little closer to the 8' that they're supposed to be.
