Hi there. Good to see new players.

For lists and build, try looking here:
http://www.dakkadakka.com/dakkaforum/forums/show/14.page
There are lots of armies people have tried, and comments from others on how to change them to work better.
As for how they play, look here:

One thing I have heard when looking for a new army is to get one you like the look of. If you aren't going to build and paint them, you'll most likely get bored with them.

Most armies have various ways to be played, whether mech, deep-strike, highly-mobile, gunline, etc. Knowing which army you want is one thing, but what units do you want to use, and how will you use them?

If you have tried painting already (if it matters where you play), look at the styles other people use for their armies, and see if that is what you might like.
For instance, a horde army is a lot of work. Dipping is an quick option, but looks a bit different to other methods.

Blood angels would be a decent choice if you want an assault oriented army. Marines are much more durable when they have the priest with them. However, don't go thinking they are invincible.

Assault marines require extensive use of hiding behind cover and you need to be prepared to take losses during your opponents overwatch.

Choose what you think looks best though and make it work.

Play RAVENOUSLY HUNGRY INTERGALACTIC ALIENS! Tyranids.

All the trouble they cause in our galaxy is done by the mere scouting forces of the greater body of Tyranids still on its way to our galaxy from out in the dark and cold galactic void. Who knows the extent of the horrors that await us, and the true size and scale of the Tyranid menace which looms? On the tabletop, you have waves of creatures, overshadowed by towering bio-monstrosities. Few sights are as impressive as seven or eight monstrous creatures covered in long spikes and thick spine columns with titanic guns integrated into their bodies, surrounded by swarms of smaller creatures similar in appearance. You have infinite freedom with their paint schemes as well, and since you're dealing with biological organisms, the paint jobs don't need to be absolutely pristine to look good either like say with armor or cloth and can be done relatively fast.

The downside to Tyranids though, is that as a horde army, they will cost a lot of money to have a decent-strength force. You will likely get a Tervigon or two, and those units alone require many additional models to use properly. Bargain hunting in the Swap Shop or eBay can get you some fantastic armies for cheap, though.

I'd like to point you away from nids unless you want to spend some money. Now I'm not says make your choice purley on money, but it should be an option. And as UFO said (in kinda of a scary way) you can buy them off eBay to cut down the prices.

Competitive is in the eye of the beholder. All the races can be competitive just some are vastly harder than others. I'd go with one that has a nice mix of what you want (be it assaulty, shooty, psyker-y, or mechy).

I chose Orks as my first purely because they look badass, i didnt even know what their codex looked like at all before i bought 2 battleforces to start with. While not as competitive as other armies, i still have more fun with them than the Tau which i also have, since Tau to me are nothing but competitive play and maximizing every possible thing you can to its fullest potential, or having it crumble in failure.

An ork with an idea tends to end with a bang.
