A lot of sellers put a disclaimer on their items that they will not accept, and thus cancel, any bids made by someone with less than X positive feedback. So, if these fellows are making new/ dummy accounts to do this to your items it should be obvious by their lack of feedback. Of course, someone could do this with a long-standing account. I've seen disclaimers that pretty much say the seller will cancel bids for whatever reason they want, and it's usually followed with a warning that payment must be made within X days or the item will be relisted. Again, being a seller is tough because Ebay tends to side with the buyer, so having the auction end with such a bidder could lead to unwarented negative feedback that could be a hassle to get removed. You might just want to be liberal with canceling bids and blocking buyers.

you can choose to block those without a credit card on file, which tends to weed out these nuisance bidders
(If an account is blocked the CC that is attached to it will be noted, and they won't be able to use it on ebay again, and getting a loads of different CCs is more trouble than most folk are prepared to go to)
