The Spawn(Beasts) ignore cover. The biker lord does not.

They are joined as a unit. The beast move over a fence and the biker lord goes around it while still maintaining coherency, does the unit need to roll difficult terrain?

First the special rule you are addressing is move through cover, as ignore cover is something completely different, and it is not this special rule granting the beasts the ability to move through difficult terrain without rolling a test. The rule in question is not a named special rule that is found under that section of the book but a single line that can be found under the beast unit type, page 48. If you take a look at the bike unit type rules, page 45, you will find a very similar sentence within but one with an additional requirement for any bike that does move through difficult terrain.

neither is slowed through terrain, any bike that goes through terrain has to take a dangerous terrain test.

Moves Through Cover transfers to the whole unit, so normally he would have a dangerous test but not if hes with spawn, as Moves Through Cover autopasses any dangerous tests.

An ork with an idea tends to end with a bang.

I would recommend reading the rule on page 40 for yourself as it is a tricky rule. This one one of the two part special rules, not unique but not common, which grants a certain permission for a unit containing any models within this rule while having additional permissions granted for individual models. So please do take a good look over the rule itself and see for yourself just what this rule contains for the whole unit and what additional permissions are granted for only the individual models that have this special rule.
