Just getting back to 40k and grabbed the DV starter. I like both armies and just wanted to know in the current state who was more competitive. From what I have been reading both armies are not that great in the over all picture, was this true? And if so who might be a better choice? Its not that I'm looking for the best WAAC army or need to be the best. I just don't want to feel useless like I did playing daemons in a world full of Grey Knights.

Not sure if this answers your question, but I did a CTRL-F in the "all lists"-file from ETC and it gave:
Chaos Space Marine => 48 results
Dark Angel => 18 results

But I think that's mostly because those Chaos-lists all run 3 Helldrakes.
AP3, ignoring cover, and and Torrent/Soulblaze is quite strong.

Furthermore I would advice against taking the "more competitive army" when you are getting back into 40k.
The next C:SM might change the entire meta and those Helldrakes could become useless and suddenly the DA would be better.
Would you pick up the next best army when that happens?

Well, as said the Helldrakes can eventually make the difference. Combine them with a decent HS choice, like Maulerfiends, and you get a potent army to field.

It depends on what type of army you were looking to run.

Dark angels run into some trouble if you try to do a pure deathwing army, but ravenwing armies are quite potent. If you like bikes, DA will not disappoint.

CSM on the other hand tend to be a bit better off than DA. For a competitive list though I hope you don't mind using plaguemarines, helldrakes, and nurgle obliterators.

Well if you want competitive, CSM is better.

Course you'll be locked into Plague Marine/Helldrake spam, but still it's okay. It didn't win any tournaments though.
