I was reading in the codex that asp's can take a "power weapon" for 15 pts. I was wondering, does this encompass power swords, power axes, power lances, power mauls AND power scourges? Strength 8 AP 2 and flail seems crazy good for 15 pts.

Power scourge is a completely different weapon.

Sadly they are on the vehicle upgrade list so, yes you can if you are a vehicle

Check the 'Power Weapons' entry in the main rulebook. It'll tell you what types are allowed. (hint: Power Scourge is not listed)

They're as much a power weapon as "power fist".
i.e. : not at all
