For example is it possible to have a 9 tactical marines + librarian and kit it out as a full 10 model unit, giving it both a weapon + heavy weapon?
The rules only says "if the unit count is 10 models you can take weapon + heavy weapon", which I interpret it as if you join a character the unit counts as a 10 model unit.
If anyone knows where in the rules (if it even exists) this is clarified, it would be awesome.

nope. A librarian is a separate unit. The tactical squad has to number ten models to get two extra weapons.

When you are creating your army list the Librarian (or other character) is not a part of the unit.
Only upon deployment do they join the unit.

You can disagree as respectfully as you please, you're dead wrong, no two ways about it. The Librarian is not part of a tactical squad untill Deployment or later. And once the game begins the list is set in stone so you can't go back change it.

This post, and others like it, are the reasons why most people I know shun this forum. It would be bad enough if this guy was trying to bend the rules to his advantage but he's actually rewriting them to suit his purpose. I hope you get called on this gak in real life by people who know the actual rules to 40k.

How do you even dissagree. A Librarian is seperate from the squad, he is an Independant Character. He isn't a option for the squad to buy.

But it just so happens that the only way to get to 10 models during listbuilding is by adding tactical marines...

When do you purchase the weapons related to the 10th model? During list building.
Is the Librarian a member of the unit during list building? No.
How many models are in the unit during list building? 9.
Can you buy options that require 10 models if you only have 9? No.

Independent Characters cannot be attached to a unit until Deployment. List building occurs before Deployment. Thus, the Librarian is a single unit, by himself, and the TAC is a single unit, by itself. They cannot be connected until models start hitting the table.
If you're trying to build your list during Deployment, to claim that the Libby IS part of the unit, then I'm not playing with you. You should've finished building waaaay before that.

The vast majority of questions in YMDC deal with normal rules issues that are easily and quickly addressed. 'Shunning' the forum because of the occasional poster who asks a question and doesn't like the answer seems like a bit of an over-reaction, frankly.
Either way, this isn't going anywhere useful. The question was asked and answered. Moving on.
