Dark Angels Neophyte Undergoing Surgeries

I wanted to try a fun list that is completely absurd but now I'm curious as to if it's actually effective in theory.
HQ:
Librarian
Librarian
storm bolter
Command squad
2 power fist
power sword
plasma pistol
apothecary
2 lightning claw
Standard of Devastation
Elites:
Dreadnought
ML
TL/ LC
Dreadnought
ML
Plasma cannon
Dreadnought
Assault cannon
Dreadnought
TL/ LC
Dreadnought
TL/ AC
TL/ AC
Troops:
Tactical x6
melta gun
combi melta
Razorback
Troops x6
storm bolter
plasma gun
Razorback
TL/ LC
Tactical x8
plasma gun
combi flamer
Tactical x8
plasma gun
Heavy Support:
Predator
2 LC
Storm bolter
Devastators x8
3 ML
LC
3 Flakk missile
19&7
So I'm pretty sure this is legal because I have 2 HQ's but I'm never really sure, my usual group aren't really rule hounds.
General idea, 2 librarians casting prescience as needed behind the 2 8-man squads gaining 2/4 salvo from the command squad along with the predator, devastators, and rifle dread as backfield support and scoring. The 2 razorback squads supported by the 2 dreadnoughts each, so a total of 4 advancing dreadnoughts for rushing objectives. My real concern is the exact dreadnought loadout and maximizing of points, I'm not sure what to add. All of the units are modeled as is except for the vehicles which have interchangeable stuff.
Love for some feedback

If its massed dreads you are after, I hear that SM and BA do it better. I think you will have to get your points total to 2000 exactly though to make double force org legal.

Scrap the SB if you can.
I would also not take a second Libby with this list at all, use the points elsewhere where they're needed
Command squad
2 power fist
power sword
plasma pistol
apothecary
2 lightning claw
Standard of Devastation
Never tool up an MEQ squad for heavy melee, especially if they have no method of transport. Don't do it.
And never, ever, take a plasma pistol
Elites:
Dreadnought
ML
TL/ LC
Scrap the ML, you want their anti MC capability from the fist
Dreadnought
ML
Plasma cannon
Ditto, switch the PC to a Lascannon, you will find more use out of it and your fire will be more concentrated.
Dreadnought
Assault cannon
Dreadnought
TL/ LC
Dreadnought
TL/ AC
TL/ AC
I'd recommend you turn at least two with fists into venerable. Its super cheap too.
Troops:
Tactical x6
melta gun
combi melta
Razorback
Melta is too situational to be good, always take plasma here instead, make the Razorback a TLLC or Lasplas.
Troops x6
storm bolter
plasma gun
Razorback
TL/ LC
No Storm Bolter.
Razorbacks are not efficient sources of firepower and increase the likelihood you'll concede first blood. I would strongly recommend you use the points elsewhere and maybe invest in an ADL with Quad Gun, which has many uses with this list.
Tactical x8
plasma gun
combi flamer
Keep the intent of the squad focused, take a combined plasma here if at all.
Tactical x8
plasma gun
Heavy Support:
Predator
2 LC
Storm bolter
No storm bolter.
Devastators x8
3 ML
LC
3 Flakk missile
This is not good as your only source of AA. And before anyone says it, a Helldrake would not be kind to these guys.

Your list has a lot of what I like to call "plasma pistol syndrome" wherein you waste points on little things that contribute practically nothing and take away the focus.
You want focus in this kind of list. I would definitely take an ADL, having 2+ GTG cover saves and 4+ otherwise is invaluable, as is the Quad Gun. Hell, you could take a pair or one and a Bastion with one.

If you want Dread spam, run Codex marines.
Master of the forge allowz you to take Dreads in your heavy slots. No double force orge required. So you could field 6 dreads in a much smaller list.
Oh and you would get access to Ironclads. AV13 dreads, yummy. (Drop pods are a must have though)

You can have 11 dreds in 1 foc (albeit no scoring units) in a BA army. 3 dreds (heavy), 3 furioso (elites) and 5 death co (troops). You will need 5 death co for each death co dred though. But seeing as you can have a squad of 30 this is no probs. As i say though - it wont be scoring.

Pfft no, vastly more expensive Dreadnoughts, terrible Libbies, Tactical and Devastators, and no S.O.D.

Thanks for the ideas, mr. omega your tips really make sense, my biggest issue is that the infantry are all modeled already. The sergeants I could fix up relatively easy. I've also always wondered is it worth it giving sergeants fists other power weapons cause most, if not all, cc units slaughter them usually.
The command squad intention was to not only to provide the standard but also to serve as a counter-assault unit. I've tried with a terminator command squad but it requires a terminator librarian and it is a huge point sink, plus it got chewed up by SW last time I ran it.
Kingleir and Sick Six, I am eagerly waiting on the new C:SM. I'm fairly excited but I have to the current one but I've been using the DA book to maximize the bolters plus cheaper units overall.
