I'd think about taking a Winged Demon Prince instead of a Chaos Lord. You'll be more likely to get it into close combat and it will rip most Eldar a new one.

Also if it was my list I'd reduce the Plague Marine squads to 5 members, cause you will still be able to take 2 plasma guns. Those 2 additional bolters will most likely not do much in the game vs Eldar. Instead you could take 2 Rhinos, which will still allow you to shoot the 2 plasma guns out of the fire points. And if your enemy shoots at the unit the can will take a few shots which your Marines won't. Even if it goes boom the marines will most likely not get a wound.

You might want to take a Predator or two. AV13 at the front will mean that Scatter Lasers can not harm it. If he realized that Dark Reapers are pretty good in the new codex you have a problem though. 7 S8 shots can hurt even strong vehicles.
