I think these units would be cool for the current races of 40k, maybe they could appear in future codexes, I tried my best to make them fit.
Necron
Shard of the Outsider - A creepy and scary looking models that looks similar to Lovecraft monsters.
Shard of the Void Dragon - This model would look like a dragon but not just any dragon, it would look like a weird dragon mixed with the color green and black.
Space Marine
Space Marine Commando - These guys are the elites among elites, they would make a regular space marine **** its pants. They are not as strong as a Primarch.
Space Marine Hover Tank - A more advanced version of the current Space Marine Tanks, they have no wheels.
Imperial Guards
Imperial Detective - This guy could investigate and detect any enemy's weaknesses but they aren't that great in combat.
Imperial Cyborg - A stronger version of the Imperial Guards, these guys could rival a regular Space Marine with guns.
Tyranids
The Galaxy Eater - A unknown Tyranid Monster that has helped the Hive Mind destroyed countless civilizations across the other galaxies, its powers exceeds the Swarmlord but not its thinking.
The Void Spawns - A strange group of beings that are not Tyranids but fights alongside the Tyranids for reasons unknown, some say these monsters are the ones that created the Hive Mind from the borgeian galaxy.
Chaos Daemon
Fire Daemon - These daemon has mastered the fire powers, it burns through everything.
Great Old Daemon - These daemons are true powerhouse, one would be enough to crush your enemies.
Chaos Space Marine
Chaos Shaman - Powerful magic users that could turn the planet's lands against its foes
Chaos Miner - A deadly machine that could burrow through any kind of land, even lava or solid metal.
Dark Eldar
God of Torture - Once this scumbag catches someone or something, its over, no matter how powerful the person's will is, it will soon give it to the Torture.
Pain Fiend - A nasty Dark Eldar that gives other pain, some say nothing beats the pain unleashed by the Pain Fiend.
Drug Dealers of Death - This units would hand death drugs over to the enemies.
Tau
Ice Warriors - Powerful melee Tau warriors that knows no fear and fights with everything they got.
Aqua Suit - A advanced armor that allows a Tau to swim through the ocean at mach 6 speed.
The 4 eyed Tau - Unique Tau creatures that could heal its allies.
Orks
Large Mouth Ork - Strange looking Orks that could swallow regular sized troops with its giant sized mouth.
The Eyes of Gork - If a unfortunate enemy spots the eyes of Gork, A massive beatdown happens.
Bigger Stompa - A bigger Stompa that is even bigger than your regular Stompa.

You clearly have not read any of the lore.
You have not put any effort into giving them rules or any thought beyond "hey this is cool."
And none of your ideas make any kind of logical sense.

The pain fiend already exists in the dark eldar. The haemonculi start the game with a pain token and the cronos engine can transfer pain tokens to other units.
Not sure if you read the Tau codex but the army is called the fire caste, and the water caste is like office nerds and politicians. I wouldn't call them able fighters.

Space Marine hover tank!? It's a dang land speeder!!
This post has some cool potential, but got started in all the wrong ways.
But actually the Chaos space marine shaman that could move terrain pieces would actually be pretty cool. Or cause certain terrain to be considered dangerous terrain, or even create an area of dangerous terrain. But those all just sound like psychic powers.

Ok mate take it easy. I agree with your points but lets try and phrase them a little less aggressively maybe?
OP, most of your suggestions either dont really fit with the army, or dont make much sense. Its hard to see how they would function on the table top.
I think you need to read a bit more of the back ground for each race before you try to make some suggestions on new units.
These are also very vague and undeveloped ideas, with no detail or information on the units abilities or composition. Id suggest trying to develop your ideas further before posting them up here.

Wait, that was me being 'aggressive'? I think you're confusing aggressive with being short. I'm not going to lie to him and blow smoke sugarcoating my thoughts on him. If an idea is terrible, he should be told that straight up. If his lore is abysmal, why do we beat around the bush?

Sounds like the OP works for GW.
But in an effort to save this thread, let's come up with some new ideas.
Space Marines: Shield armed boarding party Marines like we saw in one of the HH novels. I just love the idea of Imperial Fists with riot shields.
Chaos: Assault transport of some kind. Without that the CC chaos armies are very hampered.
Tau: Umm.... You got me there. A Kroot HQ? LOL.
IG: Female trooper options.
Orks: New rules for their Killer Kans and Dreds. (ok, not a unit, but they need it.)
Sisters of Battle: Need new everything.
Eldar: Howling Banshees that don't suck.

Ill add my two cents...
SM: +1 to boarding party marines wit riot shields
GK: Venenum Temple Assassin (lots of funky poison related gadgets), Vanus Temple Assassin (replacement for the suggested imperial detective).
Tau: Gue'vesa auxiliaries (humans with tau equipment), Kroot HQ, Demiurg Units (remember the squats?), Nicasar Units (Physically weak but psychically powerful fish-like aliens).
Misc Imperial: Knight Titans (the Eldar and Tau got theirs...), Imperial Robots (FW is working on that...), Ad Mech Skitarii, Rouge Trader and Retinue

Imperium rarely uses hover technology, I don't even think they used hover tanks during the crusade era.

Bonesinger: HQ unit that can extend the range of guns through battlefield outfitting.
OR
HQ unit that increases the armor save of his current squad by 1 (making a 4+ a 3+, 3+ a 2+, etc.) through the bonesinging aura his or her powers produce. Mayhap even a 2+ armor save (no invul) given the fact they work with wraithbone daily. Not sure what their attack profile, or their weapon, would be though.

Orks: WAAAGH Launcha: launches 2d6 boyz 48" treat as assault.
Space marines: Drill tank. This is an armored transport, heavy choice that effectively "deepstrikes" by tunneling upward through the ground. They may target an enemy unit and tank-shock them, causing so many hits on the target.

Woah bud, wouldn't go quite that far! Plenty of our units are quite solid as is, but I get what you're saying. A rework across the board would help.
Anyway, as for entirely new units, a few main ideas keep coming up. For a second troop choice, we have
- Zealots mobs: essentially a tarpit melee unit you use to tie up enemies in assault, could be led by a preacher who holds their morale together.
- Novices: might be fun to have a lighter, more specialised set of troops; Though my fellow SoB enthusiasts have made the points that the current fluff doesn't really allow for it, and that it'd be getting a bit too into Space Marine territory, so maybe not.
- Arco-Flagellants. Saw a post on Faeit recently that plastic Arco-flagellants have been sighted. Now, I'm not claiming to know what purpose they'll serve once they're released, but it got me thinking that they could maybe be a pretty solid troop choice. I'd see them being somewhat fragile, but packing a good punch.
And assorted other stuff:
- Flyer. Avenger or the Lightning. Easy enough.
- Epic unit: Essentially our Riptide or Wraithknight. I've seen a few nice ideas for this, including a giant walking Sister mech and a Cathedral tank. I don't mind what it is really, as long as it is both epic and holy looking.
- A Canoness special character: Becuase at the moment it's all elderly men and a magical woman. Give us a badass normal. Praxedes or someone like her would work,
And just for the hell of it, I'll do one for an army that isn't Sisters.
IG: Ciaphas Cain. Maybe a bit too silly for TT, be he would probably be a very popular choice, and certainly an entertaining one.
