I play csm and I am having trouble beating blood angels. Is there a good hq choice. I use a more on a bike with power mauland kharn. Guy uses miphiston and corbula? He has a 2+ fnp. I cant get over all the fnp units. Half his army has it and i cant kill him fast enough.
Any help would be appreciated.

Mephiston lacks an inv-save, so I would focus AP2-shooting on him.
And Corbulo, I would either try and ignore him or shoot at him with S8-weapons; they ignore FNP.
One Krak-Missile can ID Corbulo with no save allowed, although you still have the LOS!

Killing Corbulo's squad is all about positioning, manoeuvre your units in such a way that wounds must be taken from other members of the squad before him, heldrakes make this pretty easy. It's the reverse when you attack other squads, you want the priests dead first.
Personally, I find Mephiston a bit of a joke this edition. Use your long range heavy support at first to chip away at him and when he get's closer hit him with plasma and try and feed him to something with a 2+ save that he can't reliably kill.
An alternative but risky tactic which I've used successfully is a ML3 Sorcerer with psychic shriek.

FNP only raises an meq's resilience from standard firepower from 66% ot 78% save chance. Just shoot them a bit more. Or just whip their ass in HTH init 5 troops. Or barbeque them helldrakes. Or deploy Abbadon to counter the BA characters.
ST 8 ignores almost all FNP in the BA list And AP 2 ignores Mephiston's saves. Use those.
You might also notice your opponent doesn't have many models on the table,due to terrible 5th edition pricing. Take advantage of that .

land raider with 8 zerks and kharn
5 bikes with 2x meltas
csm x10

heldrake ( havent been able to get on table until turn 4 yet though, i know b.s. right)
and i think he may be using a different codex or cheating alittle because he tends to have alot of units on the board
and he runs mephiston with a unit of 10 or so troops with jump packs so i cant just shoot at him, ( or is there a rule that i dont know about where i can just shoot one model in a unit?)

Mephiston isn't an independant character, which means that he cannot join other units. If what you are saying is true, your opponent is definately playing outside of the rules.
BA Assault squads cost around 230 points depending on upgrades and priests cost at least 75 with a jump pack, so if he is running three or four full squads with priests together with Mephiston, he should be around 1500 points. I don't know what point level you are playing, sounds like 1500 points. If he is also bringing other units, he is likely over the points limit.
Remember that you can always ask your opponent to go over his list if you are confused by anything. 40K isn't about keeping your opponent in the dark about your list, it's about smart tactics and overall coherency of the armies.

OK I'm gonna call him out on mephiston. And he told me it is only 16pts for a jump pack assault troop. That's only 3 pts morethen a standard csm with nothing added. That seemed wweird seeing how good they are

Something else to consider is spending 70 points on an ADL with a Comms Relay. Stash 10 CSM with a lascannon and a plasmagun next to it, plink away at targets of opportunity, and use the relay to ensure you get your helldrake as soon as possible.
As for BA assault marines, massed plasma cannon fire should give them serious trouble.

Yeah, as azreal said, BA ASM's are 18 points per model without any upgrades so he is definately wrong on that one.
