Yes. You just have to meet/exceed the casting value.

To cast a bound spell you must use casting dice, and meet/exceed the power level of the spell.

Your opponent can then use dispel dice to meet/exceed the total of your roll, and thereby dispel your bound spell.

Note that bound spells don't get a wizard level added to them, so are actually much easier to dispel than normal spells.

Easier to dispel but a bonus to bound spells is you don't suffer miscasts.
