I really want to start painting this week. But I'm up in the air about which clan I want to pick. I want to make sure I have a clan so I feel like I"m in tune with the fluff somehow. Seems like every week I would have painted my mini's different by now.
I've ended up settling for lists that are vehicle intense, Trukks, Battlewagons, 6 Bikes, and now Two Planes. I also have the non-HQ ork celebrities. As quickly as I thought I had myself deadset on being a Bloodaxe clan I've noticed that my lists look like an Evil Sunz clan. I have one issue; Can speed freaks be in a Blood Axe clan and still be 'fluffy'? And if that answer is no, then can Evil Sunz be allied to a Tau contingent and still be fluffy?

You can run whatever clan visually appeals to you.
Your list does lean towards the traditionally Evil Sunz area, but nothing stops yo from painting them as Blood Axes.
Evil Sunz plus Tau is as fluffy as you want it to be. Tau are gullible...
My godawfully slow-painting waaagh reperesents all 6 clanz, because painting one scheme across hundreds of orks would be dull as hell.

The Speed Freaks are simply a kult in Ork kultur, and Evil Sunz is the clan with the most "kultz" - any clan can have any number of them, they just tend to flock to fellow minded Orks.
So in answer to both of your questions - Yes and Yes - Speed Freaks can hail from any clan, and almost every Ork Warband can be bargained somehow into war.
P.S. don't forget Freebooterz! With Freebooterz there is no limit to your colour scheme (they change from fleet to fleet - sometimes it's non existent), but I've never heard of a Speed Freak Kult of Freebooterz.  . Still, Freebooterz would explain your planned Tau/Ork alliance better  .
Whenever I'm about to start a new army with a new scheme, I always delve deep into the faction's history, so I know my options. Know your options and there will be no regrets when you put paintbrush to model!

A speed freak can absolutely be made into a blood axe army. Just call it an Armored Krumpany, slap some hilariously bad camo (all of it having at least one shade of red in it) and bam, you're good to go.
I plan on doing this with my Blood Axe/Speed freaks hybrid army. Blood Axe boyz teamin up with Speed freak bikers, Battle wagonz, koptaz, etc.
Also, if you're planning on allying Tau, make sure it's orks using Tau equipment and paint them as Death Skullz or Bad Moonz. Preferably Bad Moonz, everybody knows those gitz got more teef than sense.

As bloodaxe player, I'd like to point out that painting camo pretty much double the time you need to paint a unit of boyz. Unless you really enjoy painting, you should think about this. I know I hate myself for picking bloodaxes

Not only is your idea for a mechanized Blood Axe army totally acceptable, it's actually appropriate.
The thing that defined the Blood Axe culture from 1st ed to now is they think it's cool to imitate 'oomies.
Back in 1st ed, there weren't many tanks. Now, a stereotypical IG army is almost nothing but tanks.
With that IG tank trend now, a modern Blood Axe army should really imitate exactly that.
In short, a fluffy Blood Axe army would be vehicle intense nowadays. You will be like 100% fluffy.

A quick joke about the Blood Axe mentality, to enrich your army. I heard this from a veteran, it's so true.
A Blood Axe Ork sees a Marine or IG with a missile launcher. He's impressed by how accurate it is.
He also notices the missile launcher has this blinking red light...it's a targeting laser.
However, to his Ork mind, Blinky Lights = Increased Accuracy. He wouldn't try to reason why.
So his instinct is to wrap lots of lights, different colours, Christmas lights on his weapon.
When painting your army, this might be a really funny idea to incorporate with the vehicles, like markings.
Orks don't know what those vehicle markings do. They think they're awesome...so they WILL be awesome.

While the clans define certain units (a non Evil Sunz biker squad is kinda "Huh?" worthy) your army doesnt have to be 1 clan. Thats what i initially thought but now im working on painting them with every clan, particularly my 2nd Meganob boss (2nd ghaz) is going to have Bad Moonz colors instead of Evil Sunz and instead of colored bases for my boyz im going to have a group of 30 of each clan (or at least as many as i got boyz). Also a different clan per battlewagon/dakkajet.
This way not only does it make it more interesting to paint because im not painting a repeat model (outside boyz) but it makes it easier to tell them apart. If the marker flies off of my Blue Burna painted Dakkajet (blue with blue flames) and i didnt notice right away, i might forget which plane had the Locked Velocity unless i was able to have them be drastically different in appearance.

Why shouldn't bikers be from different clans? Outside of Snakebites I see little reason why a clan shouldn't have access to every single generic unit in the codex.

Ork bikers and similars join a Speed Freak Kult first. The Evil Sunz is just a clan with the biggest concentration of Speed Freak Kults, and most Orks flock there so that they can be with like minded morons (sorry! Orks!  ).

Goffs make heavy use of bikes, trulls, and wagons because it lets them get in close faster so they can fight hand to hand.
There are evil sunz meganobs who have turbocharged battlewagons to cart them around so they can get to the fight as fast as possible.
Snakebitez are known to decorate their vehicles in animal skulls, etc.
If you want a certain unit in a certain clan, there's almost always a way to make it fit. Those examples I listed above are all from our current codex. With a little brainstorming you can come up with even better ideas.

Forces of orkses are huge...so pick clan colors you don't mind painting a large amount of.  That said, while red wunz go fasta, not every speed freek needs to be a member of the evil sunz. Other orks like speed too. I've done orks a couple times. First time was an armageddon speed freeks force that I started painting in evil sunz colors. The second was more bad moonz. The one thing I discovered both times is that it got boring painting only a single clan over and over. So with the force I am building now I intend to split it into a number of smaller forces within the overall waaaagh! from different clans so that I don't want to hang myself for painting black and white checks on everything, or having all the orks wearing yellow or read and so on. It will break it up. As a basis for the army I've got 4 sets of AoBR orks so that is A LOT of boyz to paint eventually.
As for your allied contingent with Tau, orks love to fight and a multitude of incentives can be given to orks to ally with others. Ultimately from a rule standpoint if the allies table says it is ok it doesn't really matter "why?" though many of us do what that story and reason within our forces, though. Maybe the Tau came upon a cash of ork teef and is offering them as payment, or maybe they made a deal with a nearby evil sunz group to give them experimental fuel for their buggies, bikes, coptas, trukks and tracks. Who knows?

as i understand it, an orc loves to fight. they don't care with whom or who is at their side. any orc army can be made fluffy even with a mixture of different clans. call it a WAAAAAGH!
