Ok so just playing around with battle scry and i've always been a fan of foot slogging gaurd so i built this list

The real problem here is that you have a lot of points in Heavy Weapon teams and SWS, which will just be blown away too easily. Really, you want to get the Heavy/special weapons in your infantry squads before putting them on their own, as you gain more resilience, Ld, and versatility. IS with no weapons are equally useless, so you can solve both your problems in one by putting the weapons in the Infatry squads.
You only need one Commissar per platoon, if you are blobbing, and none if you are not blobbing. Also, get a regimental standard for your CCS, you'll save points on commissars, get to keep your sgts alive, and your guys will stay on the board.
With the specifics of the list, LC trump ML and melta/plasma trumps flamers, so get them in if you can, otherwise you are terrible against AV14 and TEQ.

i agree on the special weapon.
Personally i don't like running heavy weapons in squads since i keep them mobile.
i updated the list without special weapons in the squads(except a 5 point dump)
Personally i think qaunity>quality for foot slogging gaurd.
The point is to put the missles behind the Agis(along with the command squad)
and while they may get shot at if they go to ground behind the agis it become a 2+ cover save.
then the Company comander tell them to Get back in the fight or bring it down(on the ones that didn't go to ground.)
While this is happening im droping ordance on them using the MoODs(gave the command squads camo cloaks so the don't have to go to ground) and the infantry pushes up the field and chokes the enemies with bodies.
Personally i would like to add Lord Creed as one of the offices but i don't have any points i can cut to add him.
That makes 36 missles, 2 ordance, 87 lasshots(rapid fire and first rank second rank) or 54 lasshots at 24inch range (per plattoon)(261 Total).
The missles can also skyfire.
i should have to many in my deployment for the enemy to deepstrike(unless they get REALLY lucky).
So unless they take ALOT of template weapons i don't see this losing easy.

The problem with the HWT going to ground behind the ADL is that with Ld7, there is a very good chance you'll fail GBITF, and there is no way to help this. Putting them in the IS gives them the better Leadership and durability they need.
Choking the enemy with bodies will not work, Guardsmen die AMAZINGLY fast in 6th ed, especially with the prevalence of tau, eldar and necrons (and probably marines soon) who all have the volume of fire to easily put your platoons in the ground. You will advance and be shot back to the point where you have a net movement of about 2". Besides, with no special weapons in the IS, they are largely useless.
How are you getting Skyfire on the ML, they can't buy flakk missiles?
A foot-guard list works so long as you being something to handle all possible threats on a platform that is reliable and durable, so you need LCs for MCs/AV14, flamers for hordes, plasma for TEQ. You'll also want a vet squad or two for more reliable specials. Something like this:

Now you have a defensive platoon, with 5 LC, that can go into 2 blobs of 20 and 30, and sit behind the ADL and fire LCs. You then have 2 platoons with 30 guys which tanks and elite infantry won't want to get near, due to meltas and power axes respectively, and with 20 respawning meatshields each.
You then have another 30 guys and a chimera full of melta coming in on the flank, which will make one hell of a distraction.

This would put less dependence on the missles to take out big creatures and make the infantry a big threat if they get too close.
This makes 2 Ordanance, 11 Lascannon, 18 Missles, 21 melta, [72lasrifle 6 laspistol 1bolt pistol(per plattoon w/ 1st rank 2nd rank) or 48 las(24" 1st rank 2nd rank)]

That's a little better, but the HWTs are still a liability. One S6+ shot will ID a base and run them off the map about a third of the time. They are just points that would be better spent on Infantry squads. At 2000 points, most decent armies would kill your 90 infantrymen without breaking a sweat, and probably by around turn 4. You need around 60-80 bodies per 1000 points, you are off the bottom end of this and will be shot to pieces. It's an unfortunate fact that the advantage of numbers guard once has is now far less effective thanks to more, better and cheaper shooting from the most prevalent armies. You need to overload the enemy with threats, and the only way to do this is to bring 150+ guys at 200 points, and make sure they can actually do something.
My list above has 208 guys, 40 of which can respawn, yours has 118. I have more power weapons, and more meltaguns. We're even on LC, and you have more ML. If you're going with the 'drown them in bodies', then you need to go all-out on the infantry, and in a straight-up fight, or anything involving objectives, my list would beat yours at its own game, as yours lacks the numbers, staying power or mobility of mine. Your list might do well in some games,but in most areas, mine is more effective for the points.

I would listen more to Paradigm as he knows what he's talking about. In the most recent list I think you have too many meltas. If I correct, you have 17 weapons with S8 or S9. If you're going up against a horde army or anything that's not mech, imo you'll do poorly.

That last list is looking better. just consider whether Kell is really needed, as for his points you could get another IS. And you could consider swapping some melta for flamers, including on the PCS, as has been said you are very light on anti-horde.

Looking back over it I'm wondering if it's really necessary to have all the sgts have PW. I would advise to move the points around because if they're executed you lose even more points.

Kell is to make sure creeds orders go through(or have a very small chance not to. And since them both in the same squad makes them a juicy target i put them in a Chimera w/cammo netting
I get what your saying about the hordes but the massive amount of Las fire should take care of that. ill look into it though. the Power axes are incase they get charged( or i charge them with "for the glory and honour of Cadia").

The power weapons are nice if you can keep them alive, so make sure you hide them in the middle of the blob (not too far back or they'll miss the first round of combat). Lasguns can help handle hordes, but you need some heavier firepower like flamers. If you can get 4 flamers on each PCS, this is a great counter, so that might be something to look at. I still don't like Kell, but it's up to you, with commissars for Ld9 you're looking at a high success rate for orders already. Also, putting just one chimera down in an infantry list is making it a target for every S6+ weapon on the board, so don't expect it to last that long.

i don't see the flamers being terribly useful since the way would run it is the PCS are behind the infantry lines. maybe on the out flanking unit. And yes about the chimera but if im going to dump that many points i need to protect them.

The flamer PCS moves using the infantry as cover, and as most hordes will probably obliterate your IS blob in CC, the PCS move in and drop 4 point-blank flamer templates on them. There are few units in this game that will not be severely vrppled/killed by this.
My point about the chimera is that it is investment to protect a larger investment that you didn't need to make in the first place. You have a PCS for every blob, so unless you planned on giving orders to the PCS as well, the extra orders are wasted. Kell is largely useless, and Creed is to expensive. For the price of the pair of them, you could get another couple of infantry squads. If you want FC on the blobs, take straken as they don't have to pass an order test to get it.
I'd almost suggest dropping the CCS entirely, as a primaris psyker would be very useful in this list. Just keep him away from the commissars.
