Vendettas and Leman Russes are awesome. Run two of each so you can fill points fast and have a back up in case one pops. Veteran squads are okay to start and most armies will have at least one, but don't be afraid to build up a platoon of guardsmen at some point (combined squads with commissars are hard to take down for a few turns). Also don't forget to have a chimera for your company command squad so orders can remain intact for more than just one or two turns. With that said vox casters in both the command and other squads are worth the 5 points each. I would avoid sentinels personally (even though I own 5) until you have a good grasp on how to run guard.

Now that you have the codex, the next thing you need are two troops choices and an HQ. Whichever way you go with troops, you're going to need two boxes of infantry. With a bit of deal hunting, you can probably get that for $60. Then you'd just need something for an HQ.
If you're interested in going traitor guard, you can get cultists for very cheap at the moment.

Half the fun of IG is using non-GW models for a more unique force, which are usually cheaper and often better looking than the horrible catachans and the over-heroic scale cadians. Look into something like Mantic corporation marines or Dreamforge Eisenkern for more cost effective guardsmen that will get you a playable list quicker.

Which, while not unreasonable advice, is a little far away for someone who is probably just excited to start building the core of an army.
Besides, Sentinels are just excellent models anyways, fun to build and pose and paint.
New dex won't drop until a few months into 2014, giving us up to 6 months of time. I say buy a bunch of Guardsmen of your favourite regiment, and a few vehicles you like. Dettas won't go amiss, nor will some arty.

Which isn't gonna drop until at least January? No point waiting that long. Best to start an army small and get a grasp of IG before the new 'dex drops.

The above two posters missed this part of my post.
My advice is to buy core infantry units, then buy the vehicles you want when the codex hits.

Keep an eye on ebay dude, just looking on the UK site, you can pick up troops, heavy weapons etc dirt cheap! Be smart with your money and you can go far with what you've got to spend. Also take time reading your codex, have a read of the units and try and find your favourites, then mock up some lists and that'll help you decide on what to buy.
(you can never have enough infantry btw!)

To which I understood, and my point still stands. Its a little unreasonable to suggest to someone to wait for potentially 6 months with just a bunch of infantry models, especially if he wants things like Sentinels or Vendettas.
So I say that buying a sentinel or two for modelling/painting is fine, because I think they're kickass models. You also can't really go wrong with a Vendetta or Leman Russ or piece of arty.

If you're already looking into getting Sentinels, then I would recommend saving up for a Battleforce. That'll give you a Command Squad, two Infantry Squads and 3 Heavy Weapon Teams in addition to a Sentinel. Then you'll probably want to get another Command Squad so you have one for HQ and one for your Infantry Platoon. Once you've got that down, then you can look into getting vehicles and other options. I think the IG box is pretty good value if you want all the stuff it comes with.
