I'm new to the game so I'm looking for a good army to start off with. I don't so much care about race. I primarily care about how cheap it is. Since I don't know if I even like the game, I don't want to go spend like $800 on it. If I do like the game, then I can easily find an army from a race I like more later.

Which game do you mean? Warhammer fantasy? Warhammer 40k? Warmahordes? We can probably help better with a clear understanding of which game you're "new to".

I think that of all the races, Dwarves would be the 'cheapest' - we are discussing the race's frugality, yes?

Well $800 tells me it's a gamesworkshop game.......... but which one? how much do you have to offer? and do you have anybody to play against when you get this cheap army?

You may wish to buy a starter box.... there's blood island, dark vengeance, and if you are playing a PP game there are 2 starters for that too.
