So i will be moving to Cardiff new week and i am looking for Lord of the Rings players there, do any of you play Lotr in Cardiff ? I also play 40k.

I don't play LotR, but I do hail from the Cardiff area.
We have a bunch of gaming clubs (the Viet Taff, Border Princes, plus others) that meet at http://www.firestormgames.co.uk/
Thursdays is the gaming night (and it's usually a pretty full house), there are bound to be some folks around there that play. It's £3.50 to use the facilities. I'd say your best bet is to head down there one Thursday and ask around 
I'm there most Thursdays for Bushido, Infinity and general board gaming (depending on whether or not I'm being a taxi for my gf lol)
