I am looking at doing an IF SM list that includes Lysander. I dont wanna be the same Lysander guy though. I was thinking about this guy as a counts as

the halbred would be his TH. His armor looks TDA ish enough that he should be heavier armored then a standard SM.

Its a game, have fun. If you arent for some reason...find a new one.

As with all things, check with your opponent first. I should imagine most people would be fine as he looks unique enough not to get confused and he certainly looks the part.

Check with TOs first as they're more likely to have concerns over the halberd not being a hammer.

He's obviously a HQ, and a big one at that. Heavy armor and shield. I'd not bat an eye at a Lysander counts-as. I would prefer to see a hammer, rather then a halberd, but that's a small thing.

I like it when there are less then three things in my opponent's army I need to keep tack off (from a WYSWYG POV) If this is your only HQ, I'm fine. If you had another non-WYSWYG HQ, and I can't just look at them and tell which is which, then I start having problems with your counts-as.

I'd take if you cut the blade off and replaced with a hammerhead.

I was thinking late last night I might play with green stuff and plastic card stock to turn the blade into a flat fronted funny shaped hammer

if that doesnt work right...snip snip glue on a th head!

... you could probably get away with just removing the halberd head, maybe filing that top bit that holds the blade to the shaft into a clawed-hammer shape and gluing a simple spike on the back.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.
