Flak missiles aren't really worth it, instead of that squad i would get a hunter or stalker, probably the stalker to give you up to 12 S7 skyfire shots a turn.
You've got a lot of dakka, but not much in the way of low AP weaponry, and your devestator squads will quickly find themselves losing effectiveness due to casualties.
I use tactical terminators as a firebase, and counter assault unit, if you are going to deepstrike, then hammernators are a better bet because they have the 3++ and that will stand them in better stead when the whole enemy army shoots them, or assaults them, you can't guarantee that lysander will be positioned to tank the wounds.
I think you would be much better served having 2 vindicators, and rather than have a techmarine run up with the troops, have him man a thunderfire instead. i would also personally be inclined to take different weapon loadouts on my tacs quads, and throw combi weapons in there for additional burst damage, Multi Melta and Combi meltas in the squads you are moving up the board. For those units moving up, i would be more inclined to use razorbacks than rhinos for the additional firepower.
An offensive force of 2 vindicators plus 2 squads with melta/plasma guns in Las plas razorbacks is a very strong force for pushing up the board to support Lysander and his terminators
