There isn't a lot on this character but I know I want him, most people I know who I have talked to have just said he has no special rules, he is just like any chaos lord, which I thought couldn't be so, only one other person brought it up, on that for said there was some rules in an older codex, and gave out these ones...
"WS:5 BS:6 S:4 T:4 W:3 I:5 A:3(4) Ld:10 Sv:3+
Wargear: Power Armor, Dextra and Sinistra.
Special rules: Fallen Angel, Driven, The Unholy Host, Watched Over, Gunslinger
Dextra and Sinistra: This pair of master crafted pistols have always been Cypher's favored weapons, and he always keeps them at his side. Dextra is a plasma pistol, and Sinistra is a Bolt pistol.
Fallen Angel: A member of the loathed Fallen, any Dark Angel Forces must charge Cypher if able.
Driven: Cypher retains the "And They Shall Know No Fear" rule of Space Marines, despite being a Chaos Space Marine.
The Unholy Host: Cypher may be joined by a retinue of other Fallen Angels. Treat them as Chaos Space Marines, except with the Fallen Angel and Driven special rules.
Watched Over: Cypher has the uncanny ability to evade defeat or capture, despite the number of forces which seek his death/imprisonment. If Cypher is reduced to his last wound, roll a d6. On a 5, remove him from the board. He confers no assault resolution or kill points to the enemy, he has simply vanished.
Gunslinger: Cypher bears a sword at his side, but he has never been seen to draw it, in any battle. Instead, he fights with Dextra and Sinistra. 10,000 years of practice have made him devastating with these two pistols. He may fire each pistol the standard number of times in a shooting phase (meaning once, or twice if he did not move, for a total of 4 shots if he has not!) He also uses the pistols in close combat, where he is treated as wielding a power weapon and an additional ccw(factored into his profile.)"
Now I like these rules, and I like Cypher, but do you think we should all just accept these as the rules for Cypher?
Or should we try pushing for official rules?

I'd say whenever you're playing with friends you can use these rules (if they agree of course) but otherwise just count him as having normal chaos lord rules. I can't imagine tourny people would be too happy about someone using non-codex rules. There is a Spanish GW PDF for Cypher. I forget what the event was, but maybe you can look for that, and it will help you get a semi official Cypher. No point costs, but you can work from there.

Agies Grimm:The "Learn to play, bro" mentality is mostly just a way for someone to try to shame you by implying that their metaphorical nerd-wiener is bigger than yours. Which, ironically, I think nerds do even more vehemently than jocks.
Everything is made up and the points don't matter. 40K or Who's Line is it Anyway?

I think he need phase knife back - IMHO it should be S:U AP2 Armourbane/force re-roll invulns. Maybe also something like Heresy era Moriat ability to shoot multiple times untill two misses.

As far as I've learned (correct me if I'm wrong) that these were the official rules for Cypher in the 3rd Edition Chaos Space Marines Codex. Meaning these are the official rules for him, if anyone does have the codex I would like to know if these are the rules, and should we push for his rules to be updated?

I think in the new fluff at least, It's implied that Cypher while believed to be a fallen angel, could actually be loyal. One who warns of approaching trouble. 'Cause it happens AFTER he appears. Implying that he COULD be a warning device, and not the cause. Or he could be evil. The newer fluff seems to point both ways

Wargear: master crafted plasma pistol, combat blade, master crafted bolt pistol, frag, krak grenades, armour of the order, the lion sword.
Armour of the order: articifer armour
The lion sword: confers the hatred "dark angels" rule to cypher and any unit he joins from the chaos space marine codex.
special rules: fearless, master gunfighter, patron unknown, prefured enemy "dark angels", Herald of the fallen.
Master gunfighter: cypher May fire his pistols twice, this gives a total of 2 bolt pistol and 2 plasma pistol shots, in addition cypher May use either of his pistols in close combat with the following profile
plasma pistol. Str 7 ap2, melee, master crafter, specialist weapon, gets hot
Bolt pistol, str 4 ap5, melee, master crafted
Patron unknown: if cypher is removed from play or killed in any way, roll 3 d6 if any of these dice roll a 4 or more, cypher has escaped and does not count as being killed for first blood, slay the warlord (or any similar rules) and is removed as normal.
Herald of the fallen: in any army that includes cypher, you may take up to one unit of fallen, these are selected using the chaos space marine squad choice in codex chaos space marines, this unit has the atsknf special rule and the veterans of the long war special rule at no additional cost.
This is the cypher that I use quite often
