Can the imperial guard company command squad issue orders and fire as well, for example could i issue 2 orders, and then fire 2 sniper rifles?

The officer can issue orders, and then his unit may act normally. If his squad is given an order, he and his squad are treated as having acted and he would be ineligible to issue orders.
In your example, yes, he can issue orders to other units, and his unit may then fire.

Orders are pretty much just a perk that guard do at the start of the shooting phase. Other than that the officer and his unit may act normally.

Command Squad Sniper rifles should be 4 or 0(3 with medic may be exceptable).

If you want Sniper rifles take the most efficient squad: Ratlings.

Honestly, I've heard a lot of hooplah about ratlings, and a lot of love for them as well, as with the rough riders :/ So i remain undecided for elite choices to be honest

Ratlings are a better choice for snipers, they Infiltrate and can cause all sorts of problems if you can drop them in your opponents backfield.

They also are really short models. Make sure there's good terrain for them to Infiltrate into where you're playing. An IG player at my FLGS has had several vehement arguments about how Ratlings should get to ignore TLoS because it would be disadvantageous to his models. We tell him to play by the rules.

10 points per Sniper Rifle with Infiltrate and Stealth(and small, easy to hide models) and BS4; up to 10 rifles. They are the single most cost effective deployment of sniper rifles in the game(Rangers being a close second now).

I still rather my Sniper Drones, even if they do cost quite a bit more.

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures.

48 more points for 9 BS5 shots with 12" more range is certainly not bad; I have thought about taking them in a tau army.

Vanished Completely

I've put together tactics that center around the sniper drones but this is not the right place for them. Needless to say throwing an ethereal into the mix for their triple-tap bubble makes them stunning units. Put them behind a wall or some other cover they can boost and their rate of survival increases to marine level equivalents. Do both and you end up having a unit that terminators think twice about going anywhere near....

If ratlings are the go to for snipers then, how would you say forward sentry veterans with 3 snipers and an autocannon fare?

Don't get me wrong i love the idea of ratlings, but i have already modeled the aforementioned squad D:

25 points more expensive than 10 ratlings; with only 3 Sniper rifles.

They are not bad, they are just an inefficient delivery method for sniper rifles. On average you might achieve 1 Sniper rifle wound per turn with the Vets, The ratlings should net you 3(both wounds here are pre-save; and one of the ratling ones should be a rend).

Add Harker to that and you've got something, you should be able to position your unit behind some enemy infantry and tear them up.

I do like the sound of ratlings now, especially for modelling opportunities! One problem though, leadership, Any decent ways to negate their paltry leadership of 6 (i think)? Cover can assist them with their appalling toughness at least

Ld 6 isn't that bad and it's actually a good thing for Ratlings to fallback if they receive too many casualties. When they get closer to your line you can use get back in the fight to rally them. Given they stealth they will have a decent chance of living though most things if positioned well. And frankly, for the points what you get out of them is excellent. Other than that the only other elite choice I'd bother with is ogryn, only because its the only realistic option for an assault unit in the codex.
