hi i have just got my hands on an old megaforce which comes with

Landraider

Razorback/Rhino

Drop pod

Ironclad dread

Captain

Command squad

20 Marines

5 Scouts with sniper rifles

I have also added a Libby to provide support, would i be best keeping this for 1000 point games and taking things out or can it be buffed for 1500 point games?

As a rough guide to a list, and assuming you have nothing but the megaforce and the libby:

Captain, Power weapon, Artificer armour: 125
Command Squad, Company Champion, flamer/CCW, Flamer/CCW, Apothecary, Power fist: 165

Librarian: 65

Tactical Squad, vet sgt, combi-plasma, plasmagun, ML: 190

Tactical Squad, vet sgt, combi-melta, meltagun, ML: 185

Scouts, Sniper rifles, ML, camo cloaks: 90

Ironclad, Melta, HF: 145
Drop pod: 35

Land Raider: 250

Total: 1250

This is about the best you can do without overdoing upgrades, gives you a good cc unit (cap, libby with biomancy or telepathy, command squad) to ride in the LR and beat stuff up (keep them away from dedicated CC units).
The scouts sit a home objective and take shots where they can, GTG if needed. Tacs move up close to the raider, drop pod the ironclad to blow up an important target. This is far from the most competitive list, but should do ok casually before you can get more stuff. For expansion, consider some devs or a pred for more AT, or some termies to go in the raider in place of the Command squad, who can then have a razorback. Sternguard are also a good option if you can get another pod.

That is a solid start (especially with the list above) beyond that look into getting a thundefire cannon and maybe a stormtalon for air support.

The razor/rhino is generally not worth it if you are only bringing one, so either get more or leave it. You could either flip it on ebay for a bit of extra cash, or look for somewhere selling the bits to make it into a predator/vindicator/whirlwind. If you go down the latter route then you could even leave the sides and top unglued/magnetised then you could field it as any variant if you pick up the bits over time.

As for where to go next, a TFC is good, as are stormtalons, but I'd really suggest getting some more boots on the ground. Especially with Ultras CT tacs are great, so you'll want at least one more squad. Then perhaps some harder-hitting stuff, like termies or sternguard. To be honest, nothing in the new book is actually a poor choice, so within reason you can grab whatever you want and do reasonably well.
