Having recently got my hands on the new Marine Codex, I decided to see what I could do using my Dark Angels models, and obviously settled on a White Scars biker list. Here's what I came up with:
HQ:
Khan w/ Moondrakken (150) (Warlord)
Chief Librarian Tigurius (165)
2x Techmarine w/ Auspex and Bike (75 ea.)
Chapter Tactics: White Scars
Troops:
4x Bike Squad (5x Marine Biker, 2x Grav Gun, 1x Sergeant, 1x Attack Bike w/ Multi-Melta) (253 ea.)
Heavy Support:
2x Centurion Devastator Squad (3x Grav Cannon, Omniscope) (260 ea.)
Should come out to 1997 points.
It's a bit on the spammy side, but it works. I get to flood the board with T5 bikes with 4+ Jink saves and 3+ armor. If playing objectives, Combat Squad the bikes for 8 scoring units. Techmarines and Khan move from squad to squad as needed. Tigurius sticks with the Centurions for access to Prescience, and will roll either Telepathy or Biomancy to buff the unit defenses. I unload with lots of dakka on my turn, and Hit & Run out of combat on the other guy's turn when necessary.
My main concern with this list is fliers. I think I've got enough Meltas and Grav weapons to neuter most land vehicles, but I just don't have much in the way of AA. Helldrakes in particular worry me, as one Helldrake could demolish my army without trying hard. So I'm looking for ways to trim the list and fit in some AA. I would prefer to stick with Codex: Space Marines, though I can include allied detachments of Necrons or Orks as necessary.
Some thoughts I had:
Techmarines can be ditched, they don't bring much beyond the Auspex to this list.
Four full squads of bikes is probably overkill. I can afford to lose one for some AT.
2x Grav Gun may not be the best way to go with my bike squads. I am considering 1x Grav Gun and 1x Flamer to enable some anti-horde.
I could drop a Centurion and combine the two squads into one. This obviously is a massive target, but it's easier for Tigurius to buff.
Speaking of Tigurius and the Centurions, much as I like them in theory, I'm not sure how well they'll mesh with this list in general. They do a good job of redirecting AT fire away from my Warlord, imo, but I'm concerned nonethless.

The only minor change I would make would be to combine the two Centurion squads into one 6 man gravstar, with Tigurius buffing via Divination rolls.

Hunh. I was under the impression Centurion squads capped at 5. That will, at least, save me 10 points on an Omniscope, but I'm still hurting for AA fire.

Against Eldar.. The dark reapers eat up the bikes.. The libriarian is on foot? Centurions should break down into 2 squads... That is way too many points into one squad... I would keep it as 1 squad of three.... See about other units.

Can't be done unless you take UM allies. Which don't seem to be here.
Best allies for White Scars to me are SW. Best psychic defense + tough as nails troops + special weapons for cheap = efficient

personally I would try and just decimate most of their force before the flyers even get there. Scouting allows you to make turn 1 deadly. So a good strategy can be just ignore flyers.

Hmm. I missed the line about not being able to take SCs with different Chapter Tactics. I suppose I could ally in Tigurius with some cheap troops....Though I don't know, offhand, what other troops I'd take with this list.
As stated in the OP, I would prefer to stick with Codex: Space Marines. I don't have the SW Codex anyway.

I would like to stick to at least the core of the list (Khan, some librarian with access to Divination, large bike squads, and at least one squad of Centurions). I'm mostly interested in adding some anti-flier to my list (particularly anti-Helldrake) and am looking at my options there.
As a side note, I don't understand why so many people seem opposed to large biker squads. I would think the flexibility of being able to keep the large squad for kill points and the Relic would be invaluable. Could someone explain this to me?
