I was wondering when should I use each special operation, or is one always better than the others? Any help is very much appreciated as I've only started an IG army.

Outflanking Chimeras are always fun in a mech list.
However, most people use Airborne Assault and give them meltas to kill something important.

Yes as said the standard go to is to use the airborne and go with with reroll scatter dice, either make it a 5 man squad with 2 meltas and hunt tanks or make the squad have a couple more guys and give them 2 flamers and hunt infantry. most of the time these guys die on the turn after, very suicidal roll, and if they live, try to grab line breaker.

Also as mentioned an outflanking chimera can be nice in a mech list. This is where I would use 2 plasma guns and maybe give the sarge a plasma pistol.

I honestly cant remember the last one I think it give the squad infiltrate and their weapons count as pinning the first time they shoot? I dont have my codex to check but I honestly only use the suicide squads and sometimes will use the chimera to outflank

Thanks and you're right about the last one with infiltrate. I was wondering if its ever particle to infiltrate some ratlings with storm troopers with them to create a thorn in the side of my opponent.

Yea ratlings wont really ever do much and storm troopers have a really short range and since they are only s3 weapons they barely will do much themselves. Most units have high LD or are fearless so it would be pretty hard to pin your opponent.

So is there ever a time to use infiltrating storm troopers?

Infiltrate can be useful on relic, to keep the enemy from infiltrating their own units.

not unless you can get them hidden and to advance up safely to where they can get in close, but remember guard units are very fragile and will die rather quickly so If they are going to deploy far up the board you need to have some good long range support to make sure that their position isnt overrun. That or have vets in chimeras boost up to meet them or something, But as mentioned before the deepstrike doctrine allows the stormies to get right up close to the opponents vehicles or infantry and then unload some good fire power.

Generally when you deep strike stormies you want at least 2 squads, maybe 3 but sometimes I like to have marbo as his demo charge is nice and scary for some armies.

I tend to go with re-roll DS, and load them up on plasma. I generlly use either 20+Marbo or 30 without (or on double FOC, 30+Marbo). Having 30 guys that will land on target most of the time and can threaten vehicles and infantry is great, and also allows you to use them as more than suicide units, as 30 can provide a large amount of staying power. Even if they do take damage, that's guns that aren't hitting your infantry or vets.

I can see the merits of outflanking Chimeras, especially in conjunction with other outflanking elements like an Al'rahem platoon or scout sents.

Yup, generally you dont want a small squad by themselves or they are probably dead.

On foot I'd say accurate deepstriking is the best option almost always.

If mounted in a Chimera both Scout and Infiltrate becomes more interesting options. Especially if you go first. Scout move is 12" for a vehicle and Infiltrators start 12-18" from the enemy. This means ST can easily get into doubletap range on turn one by moving 6" then disembarking to fire.

A Chimera also makes Outflanking much more valuable, but keep in mind that if you go second deepstriking (and leaving the Chimera behind) is still often the best choice.

For competitive play ST may be a bit overpriced and Scouting/Infiltrating a bit too circumstantial (useful mostly if you go first), but ST sure add some much needed variety to the IG! I'm currently experimenting with 3 units of 6-10 in Chimeras. Mixed success, but great fun...
