Just looking through various codices and come to the point where I can't seem to find the best close combat hqs the best I see is:
Hive tyrant wings biomancy
Great unclean one biomancy
Mindshackle scarab overlord
Any other dangerous non named hqs

Not AS tough, but still burly.

A biker warboss sounds a bit cheaper than the other suggestions which is good
Haven't got codex with me but I would assume around 115-130 full upgrades maybe even cheaper
Am I correct?

I would say the new marine codex has a contender:
Chapter Master
-Iron Hands Chapter Tactics- for a 6+ FNP save AND It Will not Die (regain a wound every turn on a 5+)
-Bike- for T5
-Artificer Armour- 2+ Armour Save
-Shield Eternal- 3+ Inv Save and Eternal Warrior
-Burning Blade- so str7 ap2 at initiative
This guy imho will give absolutely anyone a run for its money.

Not so much tough as lethal, but kitted out Archon with shadowfield, huskblade, drugs, asstd other gubbins.
If you land a hit he's toast, but odds are he might filet you before that happens.

For the points, DE Archon. Shadowfield, combat drugs, Agonizor, blast pistol, grenades.
Though he is squishy if he fails the 2++, he is fast, high WS, and can wound anything on a 4+. Also with grenades and pistol, can take out tanks as well. 140ish points is pretty good right there.
Biggest weakness, T3 and only AP3 weapon.

How much points is the new Chapter master on bike
How much points is a juggerlord and do they get 2d6 extra as in old codex or is it just d6 now
Thought the husk blade combo might work but then anything with t4,5 he will have a hard time wounding while the poison isn't insta death or ap2

I do love the solitaire upgrade kit
But soon as he goes to get into combat and a power fist wounds...
4++ isn't going to save a lot of warboss p/claw thunder hammer stormshield combo
That's why I use a Farseer instead chucking out guide/prescience each turn instead of a autarch

Similar, I run the following:
Decima Parcae, Dark Eldar Archon of the Kabal of the Three Sisters.
Clone Field, Husk Blade, Combat Drugs, Soul Trap, Haywire Grenades. 140ish (Don't have Codex to hand for exact values)
Then she goes hunting for Independant Characters and Monstrous Creatures to challenge. Challenges are the best thing to happen to Soul Trap wielders since forever. I use the Clone Field instead of the Shadow field because I use her as an assassin against big targets. Okay, so you need 6s to wound against the first MC you bump into, but the second one is alot easier to kill if the Soul Trap goes off...
Her problem is the fact that she's a sitting duck to be shot at, which is why she tends to have either a 9 Wych bodyguard, or 4 Incubi.
