Page 65 BRB: Specialist weapon: A model fighting with this weapon does not receive +1 Attack for fighting with two weapons unless both weapons have the Specialist weapon rule.
So if he has a Lightning Claw and a Thunder Hammer, does he get +1A for 2 specialist close combat weapons when choosing to attack with either the Lightning Claw profile or the Thunder Hammer Profile?
Or where in the BRB does it say that he needs to have 2 Lightning Claws or 2 Thunder Hammers to get the +1 attack?

It doesn't say that. You get the bonus attack as long as you're wielding 2 weapons with the specialist rule

Yes, the only required rule is that both have the specialist wrapon rule

That's interesting. So for a guy wielding a Power Fist or a Thunder Hammer to get +1 attack all I need to do is buy him a Lightning Claw as secondary.
As an added bonus he is no longer bound to always strike last and can choose the Lightning Claw profile instead to strike at normal initiative, also gaining +1 attack.
As in...two lightning claws would have cost 30 points but now I can pay a little more and still give the lone Lightning Claw marine an additional attack, but with the added option of turning all his attacks into S8 ones instead if he chooses to strike last.

What conflict are you seeing here between RAW and RAI?

Given it was an explicit change to the way 5th edition worded rules, and not even a subtle change but a complete rewrite, you do not have any way to diving that " RAI" is different from the plain written rules.

Seeing that you can only attack with a chosen weapon during each individual turn you aren't paired with anything. You can attack with dual lightning claws, which would give you the +1 attack but if you chose to run with Lightning Claws and a Thunder Hammer you are giving up the pair.

Hey, if you really want to pay that many points for a model to have LC's and a Thunderhammer, all the power to you. I want to see the the guy modeled with LC's and a TH though. WYSIWYG.

but you also would gain the bonus attack for two close combat weapons with that combination of TH/ LC as both have the Specialist Weapon rule. You would simply have the choice between which weapon to use.

Whcih no longer matters
In 5th edition to gain an additional attack with LC, or PF, or TH, or CF, you needed two of the SAME weapon
In 6th edition they have introduced the "Specialist weapon" rule, and required that the bonus attack can only be made avaialble when you have two weapons with this rule. THere is no longer any requirement for them to be the SAME weapon
This is an explicit, whole hearted change to a LOT of text. THere is no way to claim " RAI" they still have to be the same, as there is absolutely no indication whatsoever within the rules text that there is any confusion on what the rule states plainly.
