A couple suggestions...

1. If you have Telion, you don't need to buy camo cloaks, stealth confers to the squad.

2. Drop the plasma cannon. The inability to move and at least snap fire is a huge liability. You're better off with a lascannon.

3. Switch the storm talon to either TL lascannon or skyhammer missiles. Yes, typhoon is nice, but it is a lot of points for -1 shots at +1 strength.

4. What is the iron clad doing? Without any other drop units he is going to get creamed before he can get into combat with anything. Turn 1 he drops in and (maybe) pops one vehicle or barbecues some infantry then promptly succumbs to return fire.

A few things:

1) If its worth taking one of, sub 200 points and not a scoring unit, you should probably take two. In this case I'd take two Storm Talons and/or Two Ironclads.
2) Tiguirius is a beast and has a high chance of rolling the brilliant powers in Divination like the 4+ invulnerable and ignores cover power. The standard Librarian is trashy because all trees other than divination have 'meh' Primaris powers and his effectiveness becomes a mixed bag, which is very bad. Alternatively, take a MotF for the same cost, seriously when you weigh the advantages it becomes a no-brainer. Extra special weapons, 2+ save, power fist attacks, bolster defences, repairing? All you lose is wishy washy psychic powers and the ability to force weapon something valuable once in a blue moon.
3) If you take Rhinos/Razorbacks (and honestly I can't say I advise making it a list foundation) then at least take 4. They die far too easily and even losing one puts you down to two reliable mid/backfield objective cappers.
4) Sternguard do far better in a drop pod where their exorbitant cost is far more likely to be worth it, as they fire first 90% of the time. (the 10% being interceptor and terrible scatter)
5) Stalker really isn't that great, I'd consider another Storm Talon instead or getting rid of it altogether. It has a 1/10~ chance of knocking AV12 flyers out of the sky iirc, which is abysmal quite frankly, 75 points or not.
6) Never take heavy weapons in a mobile Rhino Squad. If you're keeping them as a combat squad at the back then a Lascannon or Flakk Missile squad may be better ideas, but the offensive squad will suck in overall effectiveness.
7) I'd keep the Tactical squad roles the same for reinforcing list backbone.
8) Telion gives you very little unless he's manning the Quad Gun, but at that point why you don't you just invest in another Storm Talon with the points you save from removing the naff Stalker?
9) You could do with more reliable ways of killing Riptides, especially those that hang in the backfield. Your Grav Centurions would have a field day but only if they get in range, which probably won't happen unless your opponent has the attention span of a mentally deficient mouse, and in turn Riptides can throw AP2 pie plates at the Centurions forcing cover saves, which for every failed one you lose a 90 point model.

So basically lose the librarian, get Tigurius. Get a drop pod for the sternguard and rhinos for the tactical squads. Also drop thr stalker and grt another stormtalon with the same setup. Perhaps get a rhino for the scout squad and leave telion on the quad gun?
